Town Meeting Minutes – Monday, September 14, 2015

The regular meeting of the Town of Brusly was held this date, September 14, 2015, at the Brusly Town Hall, at 6:30 p.m. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor Pro Tempore: Scot Rhodes
Council Members: Joanne Bourgeois, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Terry Richard, Shane André, Mayor Normand

Mayor Pro Tempore Rhodes introduced Edmond Jordan, a candidate for State Representative District 29. Mr. Jordan presented information on his qualifications and spoke briefly about his views on campaign platform issues.

A motion to approve the minutes of the Town’s regular meeting of August 10, 2015, was made by Council Member Bourgeois and seconded by Council Member Neisler. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
A motion to award Gulf Coast Underground the Manhole Coating Project was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Mayor Pro Tempore Rhodes read aloud the rescission request of the Council action taken on Feb. 9, 2015 on Final Plat of Map Showing Subdivision of Tracts B, C, & a Portion of D into Tracts B-1, B-2, C-1, & C-2 Being a Portion of the Original Venzule J. Schexnayder Estate Located in Section 13 & 14, T-8-S, R-12-E Southeastern Land District West of the Mississippi River Town of Brusly West Baton Rouge Parish, Louisiana for Arlene Hebert Triche & Woody R. Triche.
Mr. Woody Triche explained the rescission request. Mr. Richard Hebert expressed concerns about the right of way of passage for the neighboring property owners.
A motion to rescind the Council action of Feb. 9, 2015, was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor Pro Tempore opened the floor for public comment. Hearing no other comments a roll call vote was had with the following results:

Nays: None
Absent: Richard, André

Triche.

A motion to rescind the Council action of Feb. 9, 2015, was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor Pro Tempore opened the floor for public comment. Hearing no other comments a roll call vote was had with the following results:

Finance Committee: None

Personnel Committee:
Police Chief Lefeaux reported that Officer Parault’s administrative leave ended on August 25, 2015.
Mr. Justin Deaune of the Smith Law Firm spoke on behalf of Officer Parault, requesting a more definitive decision from the Council on her position with the Brusly Police Department. No action was taken by the Council.

Recreation Committee:
A motion to approve additional recreational projects in the amount of $14,000 along with cooperative endeavor agreements for respective projects was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Committee:
Chief Lefeaux made a recommendation to hire Anthony “Kip” Dupree as a Part Time Police Officer, at the rate of $17.00 an hour, effective August 11, 2015. Chief Lefeaux explained that Mr. Dupree has all the required psychological testing and firearms qualifications. A motion to approve the recommendation was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Governmental Affair Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Ordinance #6 of 2015, Chapter 11 Fire Protection and Prevention was read aloud and opened for Public Hearing by Mayor Pro Tempore Rhodes. Hearing no comments from the public, Mayor Pro Tempore Rhodes turned the issue over to the Council for Consideration. A motion to adopt Ordinance #6 of 2015 as presented was made by Council Member Bourgeois; seconded by Council Member Neisler. A roll call vote was had with the following result:
Yeas: Bourgeois, Neisler, Rhodes

Absent: Richard, André

Introduction of Ordinances:
Council Member Neisler introduced Ordinance 7 of 2015 – Chapter 19, Rezoning and Subdividing Tract X-4-A-1-A and Tract X-4-A-2-A Portion of Additions to Cinclare Plantation, for River Mill Reserve, LLC and Ace Holdings, LLC.

Resolutions and Commendations:

Police Department Report:
Police Department Report for the month of August was given by Asst. Chief Southon. There was one (1) 911 hang-up call, nine (9) alarms, one (1) animal call, nine (9) assists to other agencies, three (3) burglaries, two (2) civil matters, six (6) disturbances, two (2) domestic calls, one (1) fire call, one (1) harassing phone call, two (2) information calls, two (2) medical emergencies, one (1) miscellaneous, one (1) open door, two (2) private lot accidents, two (2) suspicious acts, one (1) suspicious person, one (1) suspicious vehicle, two (2) thefts, sixteen (16) traffic accidents, one (1) traffic complaint, eighty-two (82) traffic stops, one (1) unlock vehicle, one (1) violation of court order and six (6) warrant arrests. For the month’s total, there were 156 calls, 452 citations, 599 violations, twelve (12) driving under suspension arrests and 69 insurance tows.

Remarks of Personal Privilege:
Council Member Bourgeois reported that she, Mayor Normand, and Council Member Neisler attended a meeting with U.S. Representative Garrett Graves on September 1st. She and the Mayor attended the Traffic/Transportation Presentation later that evening.

Mayor Pro Tempore commended the Town of Addis for putting on a great Centennial Celebration held Sept. 11th and 12th.

Announcements:
There will be a Landmark & Heritage Plaque Ceremony September 20, 2015 at 3:00 pm at the Town Hall.

A motion was made by Council Member Bourgeois to adjourn; seconded by Council Member Neisler. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:07 PM.
