Town Meeting Minutes – Monday, October 14, 2002

The regular meeting of the Town of Brusly was held this date, October 14, 2002 at 6:30 p.m. at the Brusly Town Hall. A roll call by Mayor Normand determined the following present:

Council Member Bourgeois led the Pledge of Allegiance.

Don Deville, CPA, gave the auditor’s report for the year ending June 30, 2002. He stated there was good budgetary control, and accounting was accurate; however, an increase in sewer user fees may be needed.

Corporal Lefeaux recognized Captain Don Ash for 10 years service with the Brusly Police Department.

A motion was made by Council Member Kershaw to approve the minutes of the regular meeting of September 9, 2002, seconded by Council Member Andre’. The motion carried unanimously.

A motion was made by Council Member Bourgeois to accept the minutes of the special meeting of September 12, 2002, seconded by Council Member Babin. The motion carried unanimously.

A motion was made by Council Member Bourgeois to deviate from the agenda to points of personal privilege, seconded by Council Member Perrault. The motion carried unanimously.

Dustin Trosclair, Derek Morales and Michael Trosclair apologized to the council and the citizens of Brusly for the Brusly Oak Historical Marker incident. Council Member Bourgeois related the importance of the historical marker to the community and the seriousness of the act. She further stated that she hoped the young men would have to make restitution for the cost of replacing the marker post.

Council Member Babin led the discussion on the culvert program. A motion was made by Council Member Babin to accept the recommendation of the culvert program and authorized Mayor Normand to move $10,000 from special projects to the culvert program, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand led the discussion on the Planning and Zoning Commission’s recommendations. A motion was made by Council Member Perrault to approve the recommendation of approval of the Marionneaux property plat, seconded by Council Member Babin. The motion carried unanimously.

A motion was made by Council Member Kershaw to approve the recommendation of approval of the re-subdivision of the commercial section of the Brusly Oaks, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion on the position open on the Board of Adjustments. He recommended Wayne Knotts to fill the position. A motion was made by Council Member Bourgeois to appoint Wayne Knotts to the Board of Adjustments, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Kershaw gave the Financial Committee report for the month.

Council Member Bourgeois gave the Recreation Committee report for the month. She stated that a dedication would be held on November 11th for the two new historical markers.

Council Member Andre’ gave the Police Committee report for the month. Corporal Jonathan Lefeaux of the Brusly Police Department read a letter from Chief Worley stating the position of the department while he is on medical leave.

Mayor Normand gave the Grant Committee report for the month. He stated that the Rural Development Grant is now closed.

Mayor Normand led the discussion on the Chapter 19 Zoning ordinance and opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Kershaw to accept Chapter 19 Zoning ordinance as presented, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand led the discussion on Chapter 10, Police Protection and opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Andre’ to accept Chapter 10 as presented, seconded by Council Member Babin. The motion carried unanimously.

Council Member Bourgeois introduced a resolution recognizing Albert Mayeux and his accomplishments. A motion was made by Council Member Bourgeois to accept the resolution honoring Albert Mayeux, seconded by Council Member Babin. The motion carried unanimously.

Corporal Lefeaux gave the Police Department report for the month. He stated that there were four wrecks, two bench warrants, four batteries, two assaults, five damages to property, three disturbing the peace, two thefts, six alarms, one assist another agency, three 911 calls, seven drug arrests, six traffic arrests, sixty escorts, one domestic call, and thirteen miscellaneous calls for a total of 119 calls and 180 traffic citations issued.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to move the town meeting to Tuesday, November 12th, seconded by Council Member Babin. The motion carried unanimously.

A motion was made by Council Member Andre’ to schedule Halloween Trick or Treat from 5:30 p.m. to 7:30 p.m. on October 31, 2002, seconded by Council Member Perrault. The motion carried unanimously.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Perrault. The motion carried unanimously.

The meeting adjourned at 7:30 p.m.
