Town Meeting Minutes – Monday, October 13, 2014

The regular meeting of the Town of Brusly was held this date, October 13, 2014 at the Brusly Town Hall.

Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor Pro Tempore: Scot Rhodes
Council Members: Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Mayor Normand

A motion to approve the minutes of the Town’s regular meeting of September 8, 2014, was made by Council Member André and seconded by Council Member Bourgeois. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Pro Tempore Rhodes read aloud a Variance Request for Non Compliance – Sec. 18.13 (c) – Accessory Structure/Uses for Barry Daigle at 3010 Allene Street to build a pool house which contains a shower or tub. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Richard; seconded by Council Member Neisler. The Mayor Pro Tempore opened the floor for public comments. Hearing no comments the motion passed unanimously.

Upon the recommendation of Mayor Pro Tempore a motion to reappoint Ronda Perrault to the Planning & Zoning Commission was made by Council Member André; seconded by Council Member Bourgeois. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor Pro Tempore Rhodes read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for DSLD Homes at 2933 Orleans Quarters Dr. to build a fence. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member André; seconded by Council Member Neisler. Mayor Pro Tempore Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Personnel Committee: None

Recreation Committee:
A motion to set Trick or Treat on October 31, 2014 from 5:30 pm to 7:30 pm was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor Pro Tempore opened the floor for public comments. Hearing no comments the motion passed unanimously.

A motion to amend the agenda to delay item 5, F. Police Committee, until after item 12, Mayor’s Report, was made by Council Member André; seconded by Council Member Bourgeois. A roll call vote was taken with the following results:

Introduction of Ordinances: None

Resolutions and Commendations:
Resolution 9 of 2014 to support the WBR tax millage renewal for Drainage, Recreation and Library, on the ballot for the November 4th election, was approved unanimously upon a motion by Council Member Bourgeois with a second by Council Member André.

Police Department Report:
Police Department Report for the month of September was given by Mayor Pro Tempore Rhodes. There were twelve (12) wrecks, thirteen (13) bench warrant arrests, one (1) theft, eight (8) alarms, one (1) assistance to other agencies, one (1) 911 call, one (1) juvenile matter, two (2) traffic arrests and twenty-one (21) miscellaneous calls. For the month’s total, there were 60 calls, 41 citations and 55 violations.

Correspondence:
Mayor Pro Tempore read aloud a “Thank You” message from Mr. & Mrs. Jerry Besson thanking the Town for the recognition received in the previous month’s meeting.

Remarks of Personal Privilege:
Council Member Neisler spoke briefly about starting a sidewalk project around Town.
Council Member Bourgeois announced that Mary Delapasse had been awarded State Affiliated Director of the Year at the Keep Louisiana Beautiful Conference for her work as the Executive Director of Keep West Baton Rouge Beautiful.

Police Committee:
Upon the recommendation of Chief Johnson a motion to purchase replacement shotguns at the cost of $3,829.84 was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Pro Tempore Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Upon the recommendation of Chief Johnson a motion to purchase stand alone cameras for officers at the cost of $3,236.69 was made by Council Member Neisler; seconded by Council Member Richard. Mayor Pro Tempore Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Announcements:
Landmark & Heritage meeting will be held October 20, 2014 at 6:30 PM;
Surplus Auction will be held November 1, 2014 at 10:00 AM in the Town of Brusly Maintenance Barn;
Elections will be held November 4, 2014;
Louisiana Urgent Care is sponsoring a health fair November 8, 2014 from 8:00 to 12:00 at the LA Hwy 1, South location;
There will be a Veteran’s Day Reception held at the Brusly Town Hall on November 11, 2014 at 12:00 noon.

A motion was made by Council Member André to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:04 PM.
