Town Meeting Minutes – Monday, November 14, 2011

The regular meeting of the Town of Brusly was held this date, November 14, 2011 at the Brusly Town Hall.

Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of October 10, 2011, was made by Council Member André and seconded by Council Member Hebert. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
At Mayor Normand’s recommendation a motion to accept the Road Overlay Project Substantial Completion was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Upon the recommendation of the Mayor a motion to approve change order #1 of the Road Overlay Project in the amount of $293.96 was made by Council Member Olinde; seconded by Council Member Kershaw. The Mayor opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Recreation Committee: None

Police Committee:
The Council discussed the removal of stop signs on N. LaBauve at Allene St. Due to lack of a motion, no action was taken.

Consideration to authorize the Mayor to sign a contract with InfinEdge Software, in the amount of $8400.00, was tabled after some discussion. Council Members requested more information on the project and an opinion from Kim Lemoine, the Town’s Computer Tech.

Mayor Normand introduced Representative Regina Barrow. Representative Barrow introduced herself to the community as our new State Representative. Representative Barrow gave a brief presentation and distributed business cards with her contact information.

A motion to authorize Mayor Normand to commit to the Capital Outlay Design Completion was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Governmental Affair Committee: None
Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand opened the public hearing for Ordinance #___of 2011 to amend Chapter 1.8(b)-Governing Authority, Salaries of Elected Officials; Council Members. After comments from the public, the Mayor asked the Council for comments. Following the Council’s discussion, no action was taken due to lack of a motion.
No changes will be made to the current salaries of the Council.

Mayor Normand opened the public hearing for Ordinance #___of 2011 to amend Chapter 1.8(c)-Governing Authority, Salaries of Elected Officials; Chief of Police. After comments from the public, the Mayor asked for comments from the Council. A motion to table the issue was made by Council Member André; seconded by Council Member Olinde. Following discussion, a roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Abstaining: None
Absent: None
The motion to table passed.

Mayor Normand opened the public hearing for Ordinance #___of 2011 to amend Chapter 1.8(a)-Governing Authority, Salaries of Elected Officials; Mayor. Hearing no comments from the public, the Mayor asked for Council discussion and comments. A motion to table the issue was made by Council Member André; seconded by Council Member Olinde. Additional discussion ensued, followed by a roll call vote with the following results:

Nays: None

The motion to table passed.

Mayor Normand opened the public hearing for Ordinance #___of 2011 to amend Chapter 27.10-General Provisions, Use of Municipal Vehicles. Hearing no comments from the public, the Mayor asked for Council discussion and comments. A motion to table the issue was made by Council Member Hebert; seconded by Council Member Olinde. Additional discussion ensued, followed by a roll call vote with the following results:

Nays: None
Abstaining: None
Absent: None
The motion to table was passed.

Introduction of Ordinances: None
Resolutions and Commendations:
Mayor Normand read aloud Resolution #___of 2011-DEQ Environmental Audit. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for October. There were five (5) first aid calls inside of Town and twelve (12) outside of Town. There was one (1) fire call inside the Town and two (2) outside of Town. There was one (1) motor vehicle fire, two (2) gas leaks and one (1) trash fire. There was one (1) motor vehicle crash inside of Town and six (6) outside of Town. The total calls for the month were thirty-one (31). The total for the year is two hundred seventy-four (274).

Police Department Report:
Report for the month of October was given by Chief Whaley. There were seven (7) wrecks, ten (10) bench warrant arrests, one (1) battery, six (6) thefts, three (3) alarms, nine (9) assists to other agencies, five (5) juvenile matters, five (5) traffic arrests and eleven (11) miscellaneous calls. For the month’s total, there were 57 calls, 116 citations and 147 violations.

Correspondence:
Mayor Normand received a certificate for participating in Red Ribbon Day at Brusly Elementary and a thank you note for participating in the Kids at Risk Program. The Mayor received a letter from the State of Louisiana reporting the decision to not put a light at La. Hwy. 1 at the YMCA entrance in Addis. Mayor Normand received a letter from the Ethics Commission mandating that all Municipal Employees will be subject to ethics laws and are to receive proper training beginning January 2012.

Mayor’s Report:
Mayor Normand gave an update on the Live Oak West generator and the sewer leak testing. The Mayor thanked Council Member Bourgeois and the staff for their work putting together the Veterans Day Program. The Mayor announced that the Town is now accepting applications for the Flag Program. Mayor Normand and Council Member André participated in the BHS Accreditation Review. Mayor Normand attended the Teacher of the Year Recognition Program. The Mayor was invited to and attended the 50th Anniversary Mass of the Diocese of Baton Rouge, held at the Baton Rouge River Center on November 6th. Mayor Normand also gave an update about Orleans Quarters drainage issues.

Remarks of Personal Privilege:
Council Member Bourgeois thanked the Town’s Staff for the preparation for the Veteran’s Day events, Fire Chief Alleman and Gail Alleman for encouraging their son Travis Alleman to speak and Claudette Purnell for participating by singing.

Council Member Kershaw related positive comments he received from the public about the new playground equipment at the park and added that there are requests for seating and a walking track near the playground.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote. The meeting adjourned at 8:04 PM.
