Town Meeting Minutes – Monday, May 9, 2011

The regular meeting of the Town of Brusly was held this date, May 9, 2011 at the Brusly Town Hall. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

Mayor Normand introduced Ed Johnson, the new Manager of Wal-Mart. Mr. Johnson gave a short summary of his career in business and spoke about what he sees as the future of the store.

A motion to approve the minutes of the Town’s Regular Meeting of April 11, 2011, was made by Council Member Bourgeois and seconded by Council Member Hebert. The motion passed with a unanimous vote.

A motion to take up item 6.E.2 of the agenda was made by Council Member Bourgeois; seconded by Council Member Hebert. The floor opened for public comment. Hearing no comment a roll call was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Abstaining: None
Absent: None

Jim Rills of the Landmark and Heritage Commission recommended the home of Timmy & Shawn Tassin to be certified as a Town of Brusly Landmark. A motion to approve the recommendation was made by Council Member André; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comment the motion passed unanimously.

Jim Rills of the Landmark and Heritage Commission recommended the home of John & Barbara Watson to be certified as a Town of Brusly Landmark. A motion to approve the recommendation was made by Council Member Bourgeois; seconded by Council Member Kershaw. The Mayor opened the floor for public comment. Hearing no comment the motion passed unanimously.

After the approval from the Council, Mr. Rills presented Landmark and Heritage certificates to Timmy & Shawn Tassin and John & Barbara and asked that they contact Wayne Delapasse at Brusly Town Hall to arrange a date to have the plaque installed on their respective homes.

Planning and Zoning Committee: None

Finance Committee:
Mayor Normand presented the 2011-2012 General Fund and Sewer Budget Messages to Council Members. The Budget will be discussed at the June 6st Committee Meeting.

Mayor Normand recommended a list of items to be declared as surplus property and be disposed of at the value of one cent per item. A motion to approve was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comment the motion passed unanimously.

Personnel Committee: None
Recreation Committee:
Mayor Normand recommended tabling the proposed Resolution to enter into a Cooperative Endeavor with West Baton Rouge Parish allowing them to used and maintain the Town of Brusly’s portable cooler. A motion to table was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comment the motion passed unanimously.

Police Committee:
Chief Whaley recommended hiring Ed Guidry as a Part-Time Officer at the rate of $10.50 an hour. A motion to approve was made by Council Member Hebert; seconded by Council Member Kershaw. The Mayor opened the floor for public comment. Hearing no comment a roll call vote was had with the following results:

Chief Whaley recommended hiring Darren Hernandez as a Part-Time Officer at the rate of $11.50 an hour. A motion to approve was made by Council Member Kershaw; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comment a roll call vote was had with the following results:

Introduction of Ordinances:
Council Member Bourgeois introduced an Ordinance for the 2011-2012 General Fund Budget. Council Member André introduced an Ordinance for the 2011-2012 Sewer System Budget.

Resolutions and Commendations: None
Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for April. There were eight (8) first aid calls inside of town and sixteen (16) outside of Town. There were two (2) fire calls inside of town and three (3) outside of the Town. There were two (2) motor vehicle crashes inside of Town and two (2) outside of Town. There was one (1) mutual aid call to Addis. The total calls for the month were thirty-four (34). The total for the year is one hundred fifteen (115).

Police Department Report:
Report for the month of April was given by Chief Whaley. There were four (4) wrecks, eleven (11) bench warrant arrests, one (1) theft, five (5) alarms, thirteen (13) assists to other agencies, one (1) juvenile matter, five (5) traffic arrests and thirty (30) miscellaneous calls. For the month’s total, there were 70 calls, 153 citations and 196 violations.

Mayor’s Report:
Mayor Normand attended the Chamber Legislative update with Representatives Broom, Thibaut and St. Germain in attendance and he also attended Lukeville Upper Elementary Career Day.

Remarks of Personal Privilege:
Upon the request of Mr. Darrell Jones, Mayor Normand gave an update about the Mississippi River rising and the opening of the spillways.
Council Member Bourgeois attended a State of Louisiana Historical Marker dedication at Sardine Point. Council Member Bourgeois also accompanied the Brusly Elementary first graders on a field trip to the historical Brusly Oak Tree. Council Member Bourgeois thanked the Brusly Police Department for directing traffic as the children walked from school to the tree.

Announcements:
Town Hall closed May 30, 2011 – Memorial Day.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:21 PM.
