Town Meeting Minutes – Monday, May 13, 2013

The regular meeting of the Town of Brusly was held this date, May 13, 2013 at the Brusly Town Hall.
Council Member Richard led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor Pro Tempore: Scot Rhodes
Council Members: Joanne Bourgeois, Terry Richard, Don Neisler
Town Attorney: Tom Acosta
Absent: Mayor Normand, Shane André

A motion to approve the minutes of the Town’s regular meeting of April 8, 2013, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee: None

Finance Committee:
A motion to approve the Line Item Appropriations Cooperative Endeavor Agreement between the LA Dept. of Treasury and the Town of Brusly was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Pro Tempore Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Committee: None

Governmental Affair Committee:
A motion to appoint the West Side Journal as the Official Journal of the Town was made by Council Member Bourgeois; seconded by Council Member Neisler. The Mayor Pro Tempore opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Pro Tempore Rhodes opened the public hearing for Ordinance #2 of 2013, to set monthly user charges for sewer services. A motion to approve the increase in sewer user fees of 5% per year for the next three years was made by Council Member Richard; seconded by Council Member Neisler. Mayor Pro Tempore opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:
Yeas: Bourgeois, Richard, Rhodes, Neisler
Nays: None
Abstaining: None
Absent: André

Introduction of Ordinances:
Council Member Bourgeois introduced an Ordinance for a 2012-2013 budget adjustment.
Council Member Neisler introduced an Ordinance for the 2013-2014 general funds budget.
Council Member Richard introduced an Ordinance for the 2013-2014 sewer budge.
Council Member Bourgeois introduced an Ordinance to set sewer connection fees.

Resolutions and Commendations:
Resolution #2 of 2013- A motion to Discontinue Collection of Ad Valorem Taxes for the Year 2013 was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor Pro Tempore opened the floor for public comment. Hearing no comment, a roll call was had with the following results:
Yeas: Bourgeois, Richard, Rhodes, Neisler
Nays: None
Abstaining: None
Absent: André

Fire Department Report:
Asst. Fire Chief Hunts gave the Fire Chief’s report for April. There were twelve (13) first aid calls inside the Town and nineteen (19) outside of Town. There were no fires inside or outside of Town. There was one (1) natural gas leak and two (2) motor vehicle crashes. The total calls for the month were thirty-four (34). The total for the year is one hundred twenty-nine (129).

Police Department Report:
Report for the month of April was given by Chief Whaley. There were eleven (11) wrecks, nine (9) bench warrant arrests, one (1) battery, six (6) alarms, three (3) assist to other agencies, seven (7) traffic arrests and twenty-six (26) miscellaneous calls. For the month’s total, there were 63 calls, 230 citations and 274 violations.

Remarks of Personal Privilege:
Council Member Bourgeois announced that the mural at Alexander Park was finished.

Announcements:
The Landmark & Heritage Plaque Ceremony will be held May 19th at 3:30 PM in the Town Hall Meeting Chamber.
The Town Hall will be closed May 27th in observance of Memorial Day

A motion was made by Council Member Richard to adjourn; seconded by Council Member Neisler. The motion passed with a unanimous vote. The meeting adjourned at 7:05 PM.
