The regular meeting of the Town of Brusly was held this date, May 10, 2010 at the Brusly Town Hall. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André,
Chris Kershaw
Town Attorney: Thomas Acosta Jr.

A motion to approve the minutes of the Town’s Regular Meeting of April 12, 2010, was made by Council Member André and seconded by Council Member Olinde. The motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to approve a modification of the Culvert Program to state OWNER PAYS 50% UNLIMITED FOOTAGE instead of OWNER PAYS 50% (75% ON PART OVER 100 ft.) was made by Council Member Bourgeois; seconded by Council Member Olinde. The motion passed unanimously.

Planning and Zoning Committee: None

Finance Committee:
Mayor Normand presented the 2010-2011 General Fund and Sewer Budget Messages to Council Members. The Budget will be discussed at the June 7st Committee Meeting.

Hearing and Final Action on Ordinances:
Ordinance #4 of 2010 – To Amend and Re-enact Chapter 18, Building Regulations, of the Code of Ordinances for the Town of Brusly, with the Amendment and/or Addition of the following Sections: 18.1 Definitions; 18.2 Building Official; 18.3 Building Permit Required; 18.4 Occupancy Certificates; 18.5 Fees; 18.6 Adoption of Building Code; 18.7 Minimum Floor Elevation Requirements; Noncompliance; 18.8 Off-street Parking; 18.9 Concrete Driveway; Expansion Joint Required; 18.10 Construction Debris and Other Waste Material; 18.11 Toilet Facilities Required; 18.12 Carports; 18.13 Accessory Structures/Uses; 18.14 Penalties; Remedies; 18.15 Appeals, was read aloud and opened for Public Hearing by Mayor Normand. After hearing comments from Mr. George Grady, the Mayor closed the Public Hearing and turned the Ordinance over to the Council for consideration. A motion to adopt Ordinance #4 of 2010 as presented was made by Council Member Kershaw; seconded by Council Member André.
A roll call vote was had with the following result:

Ordinance #1 of 2010 – To Amend and Reenact Chapter 19 of the Code of Ordinances of the Town of Brusly, Louisiana, including, but not limited to, the following matters: in Article A. General: Section 19-4 General Requirements; Section 19-19 Final Plat Approval; and in Article B. Zoning (Zoning Ordinances): Section 19.21 Brusly Land Use Principals; Section 19.22 Map; Section 19.23 Definitions; Section 19.27 Principal Structures; Section 19.28 Certificate of Occupancy; Section 19.30 Compliance; Other Regulations; Section 19.32 Zoning District Schedule; Section 19.33 Mobile Home Locations; and Section 19.34 Fees; and the Amendment and Re-adoption of the Official Zoning Map of the Town of Brusly, Louisiana was read aloud and opened for Public Hearing by Mayor Normand. After hearing comments from Mr. George Grady, the Mayor closed the Public Hearing and presented the Ordinance to the Council for consideration. A motion to adopt Ordinance #1 of 2010 as presented was made by Council Member André; seconded by Council Member Olinde. A roll call vote was had with the following result:

Ordinance #5 of 2010 – To Amend and Re-enact Chapter 27, General Provisions, of the Code of Ordinances for the Town of Brusly, with changes in the following Section: 27.12, 27.12.3(a), 27.12.4(b) & (c) Landmark & Heritage commission and adds Section 27.13 Smoking Prohibited in Municipal Building was read aloud and opened for Public Hearing by Mayor Normand. After hearing comments from Mr. George Grady, the Mayor closed the Public Hearing and presented the Ordinance to the Council for consideration. A motion to adopt Ordinance #5 of 2010 as presented was made by Council Member Bourgeois; seconded by Council Member Olinde. A roll call vote was had with the following result:

Introduction of Ordinances:
Council Member André introduced an Ordinance for the 2009-2010 Town Budget adjustments. Council Member Bourgeois introduced an Ordinance for the 2010-2011 General Fund Budget. Council Member Olinde introduced an Ordinance for the 2010-2011 Sewer System Budget.

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for April. There were four (4) first aid calls inside of town and ten (10) outside of Town. There were no fire calls inside or outside of the Town. There were three (3) canceled fire alarms, one (1) smoke odor, one (1) grass fire, one (1) carbon monoxide call, two (2) trash fires, one (1) gas leak and one (1) motor vehicle crash. There were two mutual aid calls to Addis. The total calls for the month were twenty seven (27). The total for the year is one hundred six (106).

Police Department Report:
Report for the month of April was given by Chief Whaley. There were three (3) wrecks, fifteen (15) bench warrant arrests, one (1) assault, one (1) criminal mischief, one (1) damage to property, one (1) disturbing the peace, three (3) theft, two (2) alarms, six (6) assists to other agencies, five (5) juvenile matters, five (5) traffic arrests and forty (40) miscellaneous calls. For the month’s total, there were 93 calls, 225 citations and 261 violations.

Mayor’s Report:
Mayor Normand and Council Member Bourgeois attended a Playground Dedication and Arbor Day Celebration at Brusly Elementary. The Mayor attended a Point Bio ribbon cutting, the WBR Chamber of Commerce Business Expo and judged the Science Fair at Lukeville Upper Elementary School. Mayor Normand also met with Senator Marionneaux and Representative St. Germain about the Capital Outlay Grant.

Remarks of Personal Privilege:
Asst. Fire Chief Hunts gave a brief update on the new Fire Station construction.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:04 PM.
