Town Meeting Minutes – Monday, March 8, 2010

Brusly, Louisiana

The regular meeting of the Town of Brusly was held this date, March 8, 2010 at the Brusly Town Hall. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

A motion to approve the minutes of the Town’s Regular Meeting of February 8, 2010, was made by Council Member Bourgeois and seconded by Council Member Olinde. The motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s request, a motion to authorize the Mayor to sign the LGAP Grant Contract, from which the Town will receive a $35,000 grant, was made by Council Member Kershaw; seconded by Council Member Olinde. The motion passed unanimously.

Planning and Zoning Committee:
Upon Mayor Normand’s request a motion to reschedule the public hearing for Ordinance #1 of 2010 to the April 12th meeting was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

Finance Committee: None

Personnel Committee: None

Recreation Committee: None

Police Committee:
Chief Whaley recommended hiring Joshua Peffers as a Reserve Police Officer. A motion to hire was made by Council Member Bourgeois; seconded by Council Member Olinde. The motion passed unanimously.

Governmental Affair Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand read aloud Ordinance #3 of 2010-Budget Adjustments and opened the Public Hearing. Hearing no comments, the Mayor closed the Public Hearing. A motion to approve the Ordinance was made by Council Member Kershaw; seconded by Council Member André. A roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Absent: None

Introduction of Ordinances:
Council Member André introduced Ordinance #4 of 2010 – Chapter 18 Proposed Changes.
Council Member Bourgeois introduced Ordinance #5 of 2010 – Chapter 27 Proposed Changes.

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for February. There were three (3) fire calls inside the Town which were all false alarms. Outside the Town the fire calls consisted of one (1) false alarm, one (1) trash fire and one (1) gas odor. There were seven (7) first aid calls inside the Town and seven (7) outside of Town. There were two (2) motor vehicle crashes. There were two (2) mutual aid calls to Addis. The total calls for the month were twenty four (24). The total for the year is fifty one (51).

Police Department Report:
Report for the month of February was given by Chief Whaley. There were four (4) wrecks, five (5) bench warrant arrests, one (1) burglary, five (5) alarms, eight (8) assists to other agencies, three (3) juvenile matters, four (4) traffic arrests and thirty three (33) miscellaneous calls. For the month’s total, there were 63 calls, 81 citations and 91 violations.
Correspondence:
The Mayor received a Certificate of Appreciation from the Dallas Regional Census Center for the Town Hall being a testing and training site.

Mayor’s Report:
Mayor Normand encouraged everyone to fill out their Census Questionnaire. The Mayor attended the Parade in Port Allen honoring the Saints for their Super Bowl Victory. Mayor Normand learned of a USDA program for the elderly to receive free repairs on their home upon the visit of a representative. The Mayor gave a brief report on the state of a sewer line obstruction being worked on by the Maintenance Crew. Mayor Normand and Council Member Bourgeois read at Brusly Elementary for Dr. Seuss Day. The Mayor announced the increase for Police Retirement from 11% to 25%. Mayor Normand attended an Orleans Quarters Homeowners Association Meeting, and a presentation by David Corona on the state of West Baton Rouge Parish Schools. Mayor Normand and Council Member Bourgeois attended a ceremony at Brusly High School honoring the Wrestling Team and Randall “Blue” Gay.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 6:53 PM.
