Town Meeting Minutes – Monday, March 14, 2016

The regular meeting of the Town of Brusly was held this date, March 14, 2016, at the Brusly Town Hall, at 6:30 p.m. Council Member Neisler led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of February 8, 2016, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon the recommendation of Mayor Normand, a motion to install a check valve at the home of Mr. Jim Guidry, 1826 Allene Street, was made by Council Member Andrè; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Upon the recommendation of Mayor Normand, a motion to reappoint Mr. Kim LeMoine to the Planning & Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Andrè. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for Mark Cooper at 382 River Mill Dr. to build a dog enclosure. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Rhodes; seconded by Council Member Andrè. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 18.8(a) Off-Street Parking for Westside Medical Clinic at 402 N. Vaughan St. to allow for parking along the street. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Police Committee:
After some discussion, and upon the recommendation of Police Chief Lefeaux, a motion to authorize the purchase of 6 – L3 Cameras and software, was made by Council Member Richard; seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Introduction of Ordinances:
Council Member Bourgeois introduced Ordinance 2 of 2016-Issuance of Bonds Series 2016.

Resolutions and Commendations:
Police Department Report:
Police Department Report for the month of February was given by Asst. Chief Southon. There were three (3) 911 hang up call, eight (8) alarms, five (5) assists to other departments, one (1) hit and run, two (2) burglaries, one (1) health hazard, one (1) civil matter, two (2) fire/medical calls, four (4) miscellaneous calls, two (2) suspicious person or act calls, one (1) damage to property, one (1) theft, five (5) traffic accidents, twenty-one (21) traffic stops (arrest or tow), four (4) warrant arrests, two (2) traffic complaints, and thirty-five (35) no insurance tows. For the month there were 63 total calls, 184 citations and 226 violations.

Remarks of Personal Privilege:
Council Member Bourgeois reported that the Historical Markers at St. John the Baptist Catholic Church and Union Baptist Church had been erected at each location.

Announcements:
Leaders Against Litter – March 18, 2016 – 8:30 AM – Port Allen Railroad Depot.
Town Hall closed March 25, 2016 in observance of Good Friday.

A motion was made by Council Member Rhodes to adjourn; seconded by Council Member Andrè. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:47 PM.
