Town Meeting Minutes – Monday, March 14, 2011

The regular meeting of the Town of Brusly was held this date, March 14, 2011 at the Brusly Town Hall. Council Member Hebert led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

A motion to approve the minutes of the Town’s Regular Meeting of February 14, 2011, was made by Council Member Bourgeois and seconded by Council Member Olinde. The motion passed unanimously.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand read aloud Joel P. Tingle’s request to subdivide two existing parcels being a 103.5’ x 192’ portion of Parcel 1 of the original W. C. Currie, Jr. Property and an 80.5’ x 192’ lot being existing Parcel 2 of the original J. Valery Leray Lot into Lots T-1 and T-2. The Mayor opened the floor for public comment. Hearing no comments Mayor Normand turned it over to the Council for consideration. A motion to accept the Planning & Zoning Commission’s recommendation to approve the request was made by Council Member André; seconded by Council Member Olinde. The motion passed unanimously.

Mayor Normand recommended removal of Lucile Fourroux, ET ALS property located at 240 E. Main St. from Derelict Building Designation. The Mayor opened the floor for public comment. Hearing no comments Mayor Normand turned it over to the Council for consideration. A motion to approve was made by Council Member Kershaw; seconded by Council Member André. The motion passed unanimously.

Mayor Normand recommended the Council amend the agenda to consider removal of Welton LeJeune’s property at 626 W. Main St. from Derelict Building Designation. The Mayor opened the floor for public comment. Hearing no comments Mayor Normand turned it over to the Council for consideration. A motion to amend the agenda was made by Council Member Bourgeois; seconded by Council Member Olinde. A roll call vote was had with the following results:
Yeas: Hebert, Kershaw, Olinde, André, Bourgeois
Nays: None
Abstaining: None
Absent: None
The motion to amend passed unanimously.

Hearing no comments Mayor Normand turned it over to the Council for consideration. A motion to approve was made by Council Member André; seconded by Council Member Bourgeois. The motion passed unanimously.

Finance Committee: None

Personnel Committee:
Mayor Normand recommended hiring Tanya Stovall at the rate of $11.00 an hour for the position of Part Time Clerk. The Mayor opened the floor for public comment. Hearing no comments Mayor Normand turned it over to the Council for consideration. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

Recreation Committee: None

Police Committee:
Chief Whaley presented a Certificate of Commendation to Officer Thomas Southon for professional excellence while working case# B-047-11. Chief Whaley also presented a Certificate of Commendation and a platinum pen award to Officer Thomas Southon for his excellent traffic enforcement efforts.

Governmental Affair Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
The Mayor read aloud Ordinance #1 of 2011, Chapter 19, Traditional Neighborhood Development. The Mayor opened the Public Hearing. Hearing no comments, the Public Hearing was closed. After some discussion, a motion to table Ordinance #1 of 2011 and reschedule the hearing for April 11, 2011 was made by Council Member Bourgeois; seconded by Council Member Hebert. The motion passed unanimously.

Introduction of Ordinances:
Council Member Bourgeois introduced an Ordinance for Town Budget Adjustments.
Council Member André introduced an Ordinance on Parade Permits.

Resolutions and Commendations:
Resolution # 2 of 2011, Authorizing Mayor Normand to act on behalf of the Town pertaining to the Capital Outlay Project, was accepted unanimously upon a motion by Council Member Kershaw with a second by Council Member Olinde.
Resolution #3 of 2011, to adopt the WBR Hazard Mitigation Plan Resolution, was accepted unanimously upon a motion by Council Member Bourgeois with a second by Council Member Olinde.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for February. There were three (3) first aid calls inside of town and sixteen (16) outside of Town. There were no fire calls inside, one (1) fire call, one (1) cancelled in route and one (1) fire in structure outside of Town. There were two (2) motor vehicle crashes. There was one (1) mutual response call which was cancelled in route. The total calls for the month were twenty-five (25). The total for the year is fifty-one (51).
Following Chief Alleman’s report, Council Member Bourgeois asked for an update on construction of the station on Choctaw Road.

Police Department Report:
Report for the month of February was given by Chief Jamie Whaley. There were six (6) wrecks, five (5) bench warrant arrests, one (1) damage to property, four (4) thefts, four (4) alarms, nine (9) assists to other agencies, three (3) juvenile matters, four (4) traffic arrests and fourteen (14) miscellaneous calls. For the month’s total, there were 48 calls, 161 citations and 204 violations.

Mayor’s Report:
Mayor Normand attended the LMA Midwinter Conference along with Council Members Bourgeois, Hebert and Kershaw. The Mayor also attended the Brusly Oaks Home Owners Association Meeting. Mayor Normand announced that Debbie Berthelot had received a five year service award from the LMCA, Louisiana Municipal Clerks Association. The Mayor stated that the Town had received a grant from WBR Parish Emergency Preparedness Task Force for flashlights, barricades and sandbag fillers. Mayor Normand reported receiving 1500 gallons of used oil to be recycled since the inception of the Town’s recycling program. The Mayor and Council Member Bourgeois attended Dr. Seuss Day at Brusly Elementary. Mayor Normand attended a WBR Homeland Security conference on Soft Terrorism.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:22 PM.
