Town Meeting Minutes – Monday, March 12, 2012

The regular meeting of the Town of Brusly was held this date, March 12, 2012 at the Brusly Town Hall.

Council Member Hebert led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Mayor Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Donald Neisler
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of February 13, 2012, was made by Council Member Bourgeois and seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon the recommendation of Mayor Normand a motion to authorize the signing of a Seismic Permit was made by Council Member Bourgeois; seconded by Council Member Hebert. . Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
At Mayor Normand’s recommendation a motion to appoint Kim Lemoine to the Planning & Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

A motion to approve subdivision of a certain tract or parcel of land designated as 3.467 Acre Tract, located in Section 58, T8S, R12E, Southeastern Land District, West of the Mississippi River, Town of Brusly, Parish of West Baton Rouge, State of Louisiana containing 151,027 Square Feet (3,467 Acres) as shown on “Stonewall Plantation Conceptual Site Plan” by Patin Engineers & Surveyors, Inc. dated November 30, 2011, was made by Council Member André; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Rusty Daigle questioned the 150 acre requirement for TND’s. Town Attorney Acosta said it was his opinion that the TND was more than 150 contiguous acres and therefore met the Town requirement. A roll call vote was had with the following results:

A motion to approve a variance request for River Mill Reserve Zero Lot Line- Privacy Fencing on the 15’ Drainage Servitude along the Eastern Property Line was made by Council Member Bourgeois; seconded by Council Member Olinde. Mayor Normand opened the floor for public comments. Hearing no comments a roll call vote was had with the following results:

Hearing and Final Action on Ordinances:
Mayor Normand opened the public hearing for Ordinance #1 of 2012 – Re-Zoning From R-1 (Single-Family Residential) To TND (Traditional Neighborhood Development) Fronting on South LaBauve Avenue and West St. Francis Street, Brusly 45.05 Acres, Stonewall Plantation, located in Section 58, T-8-S,R-12-E, S.E. Land District West of the Mississippi River, Town of Brusly, State of Louisiana, Belonging To Harry L. Laws & Company, Inc. A motion to approve was made by Council Member André; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments a roll call vote was had with the following results:

Absent: None

Introduction of Ordinances:
Council Member André introduced Ordinance # 2 of 2012 Petition to Amend the Zoning Map of the Town of Brusly- 401 E. Main Street.

Resolutions and Commendations: None

Fire Department Report:
Asst. Fire Chief Hunts gave the Fire Chief’s report for February. There were five (5) first aid calls inside of Town and fourteen (14) outside of Town. There was one (1) fire call inside the Town and two (2) outside of Town. There were two (2) gas leaks and one (1) motor vehicle fire. There was one (1) motor vehicle crash, one (1) mutual aid call and one (1) mutual aid call canceled en-route. The total calls for the month were twenty-eight (28). The total for the year is fifty-six (56).

Police Department Report:
Report for the month of February was given by Chief Whaley. There were six (6) wrecks, one (1) bench warrant arrest, two (2) damage to property, one (1) disturbing the peace, two (2) burglaries, one (1) alarm, four (4) assists to other agencies, five (5) juvenile matters, two (2) traffic arrests and fourteen (14) miscellaneous calls. For the month’s total, there were 37 calls, 98 citations and 132 violations.

Correspondence:
Mayor Normand received a Thank You Note from kindergarten students at Brusly Elementary School for reading on Dr. Seuss Day.

Mayor’s Report:
The Mayor announced that the new cabinet for the Flag Program was installed and the Town was still accepting applications. Mayor Normand announced that Wayne Delapasse and Eric Kulke had received their Pesticide Applicator Certification. The Mayor informed everyone that the Back Brusly Oak Tree had been hit by lighting but did not have any damage. Mayor Normand attended a meeting held to discuss the fire sales tax issue with the neighboring Mayors, the Parish President and the Parish Council Chairman. The Town Staff participated at Safety Town.

Remarks of Personal Privilege:
Council Member Bourgeois announced that the Town had been declared a Tree City for the 7th year in a row. Parish Council Member Kershaw gave a brief update on issues being discussed by the Parish Council.

Announcements:
A program to celebrate the 100th Anniversary of BHS will be held at BMS- March 25, 2012 – 10:30AM.
Household Hazardous Materials Collection Day-March 31st. from 9:00Am to1:00PM- Louis A. Mouch, Jr. Multi-Purpose Arena in Port Allen, sponsored by Keep WBR Beautiful.
Town Hall will be closed April 6, 2012 to observe Good Friday.
Fire District Meeting will be held April 9th at 6:00 PM.

A motion was made by Council Member Olinde to adjourn; seconded by Council Member André. The motion passed with a unanimous vote. The meeting adjourned at 7:00 PM.
