Town Meeting Minutes – Monday, March 12, 2007

The regular meeting of the Town of Brusly was held this date, March 12, 2007, at the Brusly Town Hall. Mayor Joey Normand called the meeting to order at 6:30 p.m. Mr. Jacob Veillon led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: David Rodrigue, Ronda Perrault,
Joanne Bourgeois, Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s Regular Meeting of February 12, 2007 was made by Council Member Bourgeois and seconded by Council Member Perrault; motion passed with a unanimous vote.
A motion to approve the minutes of the Town’s Special Meeting of February 26, 2007 was made by Council Member Perrault; seconded by Council Member Andre’ and passed with a unanimous vote.

Public Works: None

Planning and Zoning: The developers for The Gates at the Oaks requested a variance to change front setbacks of homes from 30 feet to 20 feet. There were no objections from the Maintenance Supervisor “Butch” Leger, nor from Don Neisler, advisor to the Planning Commission, nor the Mayor. The Planning Commission recommended in favor of approving the variance, changing the setbacks from 30 feet to 20 feet. A motion to accept the Planning Commission’s recommendation was made by Council Member Bourgeois; seconded by Council Member Kershaw and passed with a unanimous vote.
Mayor Normand made a recommendation to approve the construction plans for River Mill Reserve the Oaks. Council Member Perrault made a motion; seconded by Council Member Bourgeois; motion passed with a unanimous vote.

Finance Committee: None

Personnel Committee: None

Recreation Committee: Council Member Andre’ made a motion authorizing the Mayor to allocate $1,000 to the Brusly Middle School Baseball team, an independent league comprised of Brusly Middle School students, to help offset expenses incurred with starting the team. The motion was seconded by Council Rodrigue. A roll call vote was had with the following:
Yeas: Rodrigue, Perrault, Bourgeois, Andre’, Kershaw

Absent: None
The motion passed with a unanimous vote.

Police Committee: Chief Whaley gave the Inspector’s Report; there are a total of 17 residences that are “despicable.” He has notified five owners, but has not received any feedback. He has not been focusing too much on “junk” cars at this time. He has taken care of one tall grass complaint by contacting the owner, but the grass has not been cut.
Chief Whaley recommended Joseph Anderson as a Reserve Officer. Council Member Kershaw made a motion to accept Joseph Anderson as a Reserve Officer; seconded by Council Member Perrault and passed with a unanimous vote.
Chief Whaley recommended Robert Rivet as a Reserve Officer. A motion was made by Council Member Andre’ to accept Robert Rivet as a Reserve Officer; seconded by Council Member Perrault. The motion passed with a unanimous vote.
Chief Whaley recommended Darren Hernandez as a Reserve Officer. Council Member Rodrigue made a motion to accept Darren Hernandez as a Reserve Officer; seconded by Council Member Perrault and passed with a unanimous vote.
Chief Whaley recommended Neil Landry as a Reserve Officer. A motion to accept Neil Landry as a Reserve Officer was made by Council Member Perrault; seconded by Council Member Kershaw and passed with a unanimous vote.
Chief Whaley made a recommendation to hire Joseph Anderson as a temporary part-time officer at a rate of $9.15 an hour. He will cover the day shift while Officer Starnes is on Sick Leave. Mr. Anderson passed the psychological exam and has been a Reserved Officer for West Baton Rouge for 15 years. He has not completed basic training. A motion was made by Council Member Perrault to accept Mr. Anderson as a part-time officer; seconded by Council Member Rodrigue. The motion passed with a unanimous vote.
Chief recommended selling the 2000 Crown Victorian to Ward 3 Constable Mike Zito’s office for $500.00. Council Member Kershaw made a motion to accept Chief’s recommendation to sell the Crown Victorian for $500.00 to Mike Zito’s office. The motion was seconded by Council Member Perrault. A roll call vote was had with the following:

The motion passed with a unanimous vote.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None
Introduction of Ordinances: Council Member Andre’ introduced Ordinance #2-Town Budget Adjustment.

Resolutions and Commendations: Mayor Normand stated that the LMA Executive Board has approved a Resolution for Model Franchise Agreement and Model Cable Franchise Agreement and recommends that each municipality adopt the attached resolution with the model cable franchise agreement as soon as possible so each municipality could demonstrate its desire to encourage and promote competition within its municipal limits. Council Member Perrault made a motion to accept Resolution #2- Cable Franchise Agreement; seconded by Council Member Andre’ and passed with a unanimous vote.

Fire Department: Fire Chief Alleman gave the Fire Chief’s Report for February. There were 17 first aid calls outside the Town and eight first aid calls inside the Town. There were no fires outside or inside the Town. There were four motor vehicle crashes outside Town and four motor vehicle crashes inside Town; two mutual aid calls to Addis and two investigations. Total calls for the month were 41.

Police Department: Report for the month of February was given by Chief. He stated that there were six wrecks, 15 assistance to other agencies, one 911 call, eight traffic arrests, three alarms, one disturbing the peace, one theft, three bench warrants, one assault, two drug arrests, and 20 miscellaneous calls. There were four juvenile matters, for a total of 65 calls and 340 citations for the month.
Council Member Bourgeois asked Chief to erect a speed limit sign on West St. Francis Street.

Mayor’s Report: The Mayor, Council Members Bourgeois and Kershaw participated in Dr. Suess Day at Brusly Elementary School by reading Dr. Suess books to students in several classes. He attended the DARE graduation at Lukeville Upper Elementary School.
The Parish and the Town are going to put a plan together to control grass.
He stated that there will be a 3 millage proposal on the May 5th ballot for Central Communications. More information will be available at a later date.

Remarks of Personal Privilege: Mr. Carroll Fontenot asked Fire Chief Alleman how the sales were going with the house numbers; Chief replied that they were selling slowly. Council Member Kershaw made a suggestion to include the house numbers as part of the occupancy permit being a safety issue.
Council Member Bourgeois reported that after she and Marianne Berthelot added photos of Back Brusly homes and sites to the PowerPoint presentation of Historic Homes in Brusly, there were over 100 slides; the presentation was shown at the meeting of the WBR Genealogical Society on March 10th.

Announcements: Colon Screening Kits will be available at the Town Hall on March 19th from 9am-4pm. West Baton Rouge Kite fest will be March 31st-April 1st. West Baton Rouge Bicentennial Marker Dedication will be held March 31st at 10am at the Heroes Plaza in Port Allen.

A motion was made by Council Member Perrault to adjourn; seconded by Council Member Andre’ the motion passed with a unanimous vote; the meeting adjourned at 7:25 p.m.
