Town Meeting Minutes – Monday, March 10, 2008

Brusly, Louisiana

The regular meeting of the Town of Brusly was held this date, March 10, 2008 at the Brusly Town Hall.

Council Member Perrault led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand (absent)
Council Members: David Rodrigue, Ronda Perrault, Shane Andre’, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
Mayor Pro Temp: Joanne Bourgeois
A motion to approve the minutes of the Town’s regular meeting of February 11, 2008 was made by Council Member Andre’ and seconded by Council Member Perrault. Motion passed with a unanimous vote.

A motion was made by Council Member Kershaw; seconded by Council member Perrault, to amend the Agenda to move to Resolutions and Commendations. Motion passed unanimously.

Resolutions and Commendations:
Certificates of Recognition were presented to Allison Kirkland of Brusly Elementary School and Gary Soniat of Brusly High School for achieving National Board Certification.

Public Works Committee: None

Planning and Zoning:
A request by Oscar Denham for resubdivision of the rear portion of lots 1 & 2, (Adonis Thibodeaux Heirs Property), Sec. 56, T7s, R12E, SE, Oscar & Mary Denham, was favorably recommended by the Planning and Zoning Commission. A motion to accept the recommendation of the Planning and Zoning Commission was made by Council Member Kershaw; seconded by Council Member Perrault. Motion passed unanimously.
A variance to construct a fence on drainage servitude requested by Mathew Becker of Orleans Quarters was recommended favorably by Planning and Zoning Commission. A motion to accept recommendation of the Planning and Zoning Commission was made by Council Member Andre; seconded by Council Member Perrault. Motion passed unanimously.
Finance Committee: None

Personnel Committee:
Performance appraisals will be done in March for all departments.

Recreation Committee:
Attorney Acosta reported on Section 27.12.5 (f) of the Brusly Landmark and Commission Ordinance regarding procedures and guidelines for the book publication of Brusly homes over 50 years old. Motion to accept procedures and guidelines for the book publication was made by Council Member Rodrigue; seconded by Council Member Perrault. Motion passed unanimously.
The Brusly baseball/softball league will be hosting a draft March 15; an estimate of at least 44 teams will be playing recreation ball.
Police Committee:
Chief Jamie Whaley reported on the resignation of Officer Joe Anderson, effective March 10, 2008. Chief Whaley recommended hiring Officer Robert Williams, who is P.O.S.T. certified, rate of $11.15/hr., effective March 11, 2008. Motion moved to accept the hiring of Robert D. Williams was made by Council Member Andre’; seconded by Council Member Kershaw. Motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member Perrault introduced an Ordinance to set the salary of Council Members, an Ordinance to set the Mayor’s salary and an Ordinance to set the salary of Chief of Police. Council Member Andre’ introduced an Ordinance to set review of salary of Elected Officials for the 3rd year of each term. These Ordinances will be discussed at the next month’s meeting.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for February. There were five (5) first aid calls inside the Town and ten (10) outside of Town. Fire calls inside of Town were zero (0), outside of Town was one (1). There was one (1) investigation, one (1) gas line rupture, one (1) truck smoking, two (2) MVA’s, three (3) mutual aids to Addis. The total calls for the month was twenty-five (25). Total for the year one hundred sixty-one (161).

Police Department Report:
Report for the month of February was given by Chief Whaley. There were four (4) wrecks, six (6) bench warrant arrests, two (2) damage to property, three (3) disturbing the peace, nine (9) thefts, three (3) alarm calls, five (5) assistants, one (1) 911 call, seventeen (17) miscellaneous. There was a total of 130 citation and 170 violations.

Mayor’s Report:
Mayor Normand, along with Council Member Bourgeois, read at Brusly Elementary School for the Dr. Seuss Birthday Celebration. Town Hall staff, Brusly Fire Department personnel, along with Brusly Police, assisted with Safety Town.

Remarks of Personal Privilege:
Acknowledgment was given to the Brusly and Addis Police departments for a job well done during Brusly Mayor’s Court.
Announcements:
Colon Screening March 17th at Brusly Town Hall 10:00 AM – 2:00 PM
Town Hall closed March 21st (Observance of Good Friday)
Kite Fest April 4th 9:00 am – 2:00 pm
Applications due for Landmark and Heritage plaques on March 17, 2008
Motion to adjourn was made by Council Member Andre’; seconded by Council Member Rodrigue. The motion passed unanimously. Meeting adjourned at 6:57 p.m.
