Town Meeting Minutes – Monday, June 8, 2015

The regular meeting of the Town of Brusly was held this date, June 8, 2015, at the Brusly Town Hall, at 6:30 p.m. Council Member Rhodes led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: None

A motion to approve the minutes of the Town’s regular meeting of May 11, 2015, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to authorize the final payment to Holden Architects and Stuart & Company for the Police Station Project was made by Council Member Neisler; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comment, the motion passed unanimously.  The Glock pistols can be bought easily these days for protection and safety.

Upon the Mayor’s recommendation a motion to approve purchase orders to Stuart & Company in the amounts of $516.00, $17,623.45 and $1,120.00, for the Police Station Project, was made by Council Member Andrè; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Planning and Zoning Committee:
Mayor Normand read aloud a Variance Request for Non-Compliance – Sec. 19.6 Servitude Encroachment for Laken N. Bourgoyne at 2640 Orleans Quarters Dr. to build a patio. The Variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Bourgeois; seconded by Council Member Andrè. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Mayor Normand presented the Final Plat of Map Showing Re-Subdivision of Lot A-4.1 (of Lynn T. Pourciau Tract) into Lots A-4.1.A & A-4.1.B Located in Sec. 14, T-8-S, R-12-E Southeastern Land District, West of the Mississippi River, Town of Brusly, Parish of West Baton Rouge, State of LA for Sherry Elizabeth Lopez Pourciau. Having been favorably recommended by the Planning & Zoning Commission, a motion to approve the re-subdivision with the changes discussed was made by Council Member Andrè; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Mayor Normand presented the Final Plat of Map Showing Subdivision of Lot 1-A & Lot 2-A into Lot TL-1, TL-2 and TL-3 Located in Sec. 15, T-8-S, R-12-E, Town of Brusly West Baton Rouge Parish Southeastern Land District West Baton Rouge Parish for Travis LeMoyne. Having been favorably recommended by the Planning & Zoning Commission, a motion to approve the subdivision was made by Council Member Rhodes; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Upon Mayor Normand’s recommendation a motion to reappoint Steve Perkins to the Planning & Zoning Commission was made by Council Member Bourgeois; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Finance Committee: None

Personnel Committee:
Upon the recommendation of the Mayor, a motion to hire Robert Quatrevingt as a full time maintenance worker at the rate of $14.42 an hour starting July 1, 2015 was made by Council Member Andrè; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand read aloud Ordinance #4 of 2015, to make appropriations for the expenses of the Town of Brusly for 2015-2016 and to provide relative to the expenditure of said appropriations. Mayor Normand opened the public hearing. Hearing no comments the Mayor closed the public hearing and turned the matter over to the Council. After a brief discussion, Council Member Neisler moved to approve the Budget as presented; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:
Yeas: Richard, André, Bourgeois, Neisler, Rhodes
Nays: None
Absent: None

Mayor Normand read aloud Ordinance #5 of 2015, to make appropriations for the expenses of the Town of Brusly Sewer System 2015-2016 and to provide relative to the expenditure of said appropriations. Normand opened the public hearing. Hearing no comments the Mayor closed the public hearing and turned the matter over to the Council. A motion to approve was made by Council Member Andrè; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments from the public, a roll call vote was taken with the following results:

Nays: None
Absent: None

Introduction of Ordinances: None

Resolutions and Commendations:
Resolution #7 of 2015 to Appoint Wright, Moore, Dehart, Dupuis & Hutchinson LLC for 2014/2015 Fiscal Year Audit was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Rhodes. The Mayor opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Resolution #8 of 2015 to trade 13 surplus weapons for five (5) AR15 Patrol Rifles was read aloud by Mayor Normand. After a brief discussion a motion to approve with the wording changes recommended by Attorney Acosta was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a majority vote with Council Member Andrè voting nay.

Police Department Report:
Police Department Report for the month of May was given by Chief Lefeaux. There were ten (10) alarms, two (2) animal calls, eleven (11) assists to other agencies, two (2) damage to property, six (6) disturbances, one (1) fire call, one (1) health hazard, one (1) information call, two (2) medical emergencies, one (1) open door, two (2) other, one (1) private lot accident, one (1) suspicious vehicle, one (1) theft, nine (9) traffic accidents, three (3) traffic complaints, forty-seven (47) traffic stops which resulted in reports being filed and two (2) warrant arrests. For the month’s total, there were 103 calls, 350 citations, 460 violations, 36 insurance tows and nine (9) driving under suspension arrests.

Correspondence:
Mayor Normand read a letter from Henry Soniat Jr. expressing appreciation for the installation of sidewalks at the corner of Julien and Gwin St.

Mayor’s Report:
Mayor Normand reported on a meeting with Kim Marousek, Deputy Director of Planning with CRPC, during which Planning & Zoning regulations were discussed. Mayor Normand gave a brief update on the Street Overlay Project.

Remarks of Personal Privilege:
Council Member Bourgeois attended the Memorial Day Ceremony at the West Baton Rouge Parish Court House and asked that a reminder of the ceremony be placed on May meeting agendas.

Announcements:
The Town Hall will be closed July 4th in observance of Independence Day.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:26 PM.
