Town Meeting Minutes – Monday, June 13, 2011

The regular meeting of the Town of Brusly was held this date, June 13, 2011 at the Brusly Town Hall.

Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of May 9, 2011, was made by Council Member André and seconded by Council Member Bourgeois. Motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Upon Mayor Normand”s recommendation, a motion to reappoint Gary Soniat to the Planning and Zoning Committee was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Upon the Mayor”s recommendation, a motion to appoint Jeff Travasos to the Planning and Zoning Committee was made by Council Member Kershaw; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.
Mayor Normand opened the Derelict Building Condemnation Hearing of Ella Mae Serrette Keith ETALS, 153 E. Main St. After Attorney Acosta explained the history of the property located at 153 E. Main St., a resolution was proposed by Council Member Hebert to take the necessary steps to have the property placed for Sheriff’s Sale; seconded by Council Member André. Mayor Normand opened the floor for public comment. After a brief discussion a roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Kershaw, Olinde
Nays: None
Absent: None

A motion to table the declaration of condemnation of the Ella Mae Serrette Keith ETALS, 153 E. Main St., was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Governmental Affair Committee:
Upon Mayor Normand’s recommendation, a motion to name Westside Journal as Official Journal of the Town of Brusly was made by Council Member Olinde; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.
Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand read aloud Ordinance #5 of 2011, to make appropriations for the expenses of the Town of Brusly for 2011-2012 and to provide relative to the expenditure of said appropriations. After some discussion, Council Member Kershaw moved to approve the Budget as presented with changes discussed; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. After addressing some questions from the public, the Mayor turned the motion over to the Council for consideration. A roll call vote was taken with the following results:
Yeas: Bourgeois, Hebert, Kershaw, Olinde, André
Nays: None
Absent: None

Mayor Normand read aloud Ordinance #6 of 2011, to make appropriations for the expenses of the Town of Brusly Sewer System 2011-2012 and to provide relative to the expenditure of said appropriations. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments from the public, the Mayor turned it over to the Council for consideration. A roll call vote was taken with the following results:
Yeas: Hebert, Kershaw, Olinde, André, Bourgeois
Nays: None
Absent: None

Resolutions and Commendations:
Resolution #4 of 2011 between WBR Parish and Town of Brusly for the Use of the Town’s Walk-in Cooler & Trailer, was presented upon a motion by Council Member André with a second by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments from the public a roll call vote was had with the following results:
Yeas: Kershaw, Olinde, André, Bourgeois, Hebert
Nays: None
Absent: None

A motion to authorize the Mayor to Sign Cooperative Endeavor between WBR Parish and Town of Brusly for the Use of the Town’s Walk- in Cooler & Trailer was made by Council Member André; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments from the public a roll call vote was had with the following results:
Yeas: Olinde, André, Bourgeois, Hebert, Kershaw

Resolution #5 of 2011 to Appoint Don Deville for 2010/2011 Fiscal Year Audit was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Kershaw. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Resolution #6 of 2011to Adopt a Citizen Participation Plan for Louisiana Community Development Block Grant Program was recommended. A motion to approve was made by Council Member André; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.
Resolution #7 of 2011 to Adopt a Procurement Policy for Louisiana Community Development Block Grant Program was recommended. A motion to approve was made by Council Member Olinde; seconded by Council Member Kershaw. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Resolution #8 of 2011 To Authorize the Removal of an Abandoned Motor Vehicle Located at 2100 Ory Drive was recommended. A motion to approve was made by Council Member Olinde; seconded by Council Member André. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for May. There were five (5) first aid calls inside the Town and three (3) outside of Town. There were no fires inside of Town; two (2) false alarms, one (1) grass fire and one (1) trash fire outside of Town. There were three (3) gas leaks and five (5) motor vehicle crashes outside of Town. The total calls for the month were twenty (20). The total for the year is one hundred thirty five (135).

Police Department Report:
Report for the month of May was given by Officer Banta. There were seven (7) wrecks, nineteen (19) bench warrant arrests, one (1) damage to property, one (1) burglary, nineteen (19) assists to other agencies, one (1) juvenile matter, fifteen (15) traffic arrests and twenty-two (22) miscellaneous calls. For the month’s total, there were 88 calls, 370 citations and 405 violations.

Remarks of Personal Privilege:
Upon the request of a member of the public, Asst. Fire Chief Hunts explained that the new fire station on Choctaw Road would not change the fire rating for Fire District #2. He briefly explained how fire ratings were changed. Council Member Hebert suggested that the Town put an article in the Vision West newsletter regarding the public”s interest in reopening the Flag Program.
Announcements:
Town Hall will be Closed for Business, Monday July 4th;
Town Committee Meeting Date Changed from July 4th to July 5th.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:33 p.m.
