The regular meeting of the Town of Brusly was held this date, June 11, 2012 at the Brusly Town Hall.
Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
A motion to approve the minutes of the Town’s regular meeting of May 14, 2012, was made by Council Member Neisler and seconded by Council Member Hebert. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee: None
Planning and Zoning Committee:
Mayor Normand read aloud a request for approval of the Preliminary Plat of Orleans West Subdivision. A motion to approve the preliminary plat was made by Council Member André; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Mr. Rusty Daigle expressed some concerns about the development. Hearing no further comments Mayor Normand turned it over to the Council for consideration. A roll call vote was had with the following results:
Yeas: Bourgeois, Hebert, Neisler, Olinde, André
Nays: None
Absent: None
A motion to amend the agenda to include consideration of authorizing the Mayor to sign construction plans for Orleans West Subdivision contingent upon completion of the punch list was made by Council Member Neisler; seconded by Council Member Olinde. Mayor Normand opened the floor for public comment. Hearing no comments a roll call vote was had with the following results:

Nays: André, Bourgeois
Absent: None
The motion failed; it required unanimous vote to pass.

Hearing and Final Action on Ordinances:
Ordinance #3 of 2012 –The ordinance to amend the appropriations ordinance of 2011-2012 to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor Normand turned the issue over to the Council for Consideration. A motion to adopt Ordinance #3 of 2011 as presented was made by Council Member Bourgeois; seconded by Council Member Olinde. A roll call vote was had with the following result:
Yeas: Neisler, Olinde, André, Bourgeois, Hebert
Nays: None
Absent: None
Mayor Normand read aloud Ordinance #4 of 2012, to make appropriations for the expenses of the Town of Brusly for 2012-2013 and to provide relative to the expenditure of said appropriations. After some discussion, Council Member Olinde moved to approve the Budget as presented with changes discussed; seconded by Council Member Hebert. The Mayor opened the floor for public comment. Hearing no comments the Mayor turned the motion over to the Council for consideration. A roll call vote was taken with the following results:

Mayor Normand read aloud Ordinance #5 of 2012, to make appropriations for the expenses of the Town of Brusly Sewer System 2012-2013 and to provide relative to the expenditure of said appropriations. A motion to approve was made by Council Member Hebert; seconded by Council Member Neisler. The Mayor opened the floor for public comment. Hearing no comments from the public, the Mayor turned it over to the Council for consideration. A roll call vote was taken with the following results:

Introduction of Ordinances: None
Resolutions and Commendations:
Resolution #2 of 2012 to Appoint Don Deville for 2011/2012 Fiscal Year Audit was recommended by Mayor Normand. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Olinde. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.
Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for May. There were nine (9) first aid calls inside the Town and twelve (12) outside of Town. There were two (2) fires inside of Town and two (2) outside of Town. There were two (2) grass fires and one (1) vehicle fire. There were three (3) motor vehicle crashes. The total calls for the month were thirty-one (31). The total for the year is one hundred fifty-six (156).
Police Department Report:
Report for the month of May was given by Chief Whaley. There were five (5) wrecks, five (5) bench warrant arrests, one (1) battery, one (1) damage to property, one (1) theft, one (1) burglary, three (3) assists to other agencies, one (1) juvenile matter, eight (8) traffic arrests and fourteen (14) miscellaneous calls. For the month’s total, there were 40 calls, 178 citations and 223 violations.
Council Member Bourgeois thanked Officer Southon and Officer Fontenot for professionally and efficiently handling an accident involving her vehicle.

Mayor’s Report:
Mayor Normand gave updates on drainage and sewer aerators. The Mayor attended an Arson & Fire Prevention Banquet along with Asst. Fire Chief Hunts. Mayor Normand gave a brief update on the Fire Sales Tax issue.
The Mayor showed a power point presentation of his trip to Yellowstone National Park.
Remarks of Personal Privilege:
Mr. Elton Higginbotham spoke about concerns of concrete dust and smells coming from the Commercial Establishment Growing Green.
Council Member Bourgeois expressed appreciation to Town Hall Staff for their help in preparing for the May 20th Landmark Plaque Ceremony. Council Member Bourgeois also thanked Ruth Landry, Brenda Gomez and Rosa Stelly for service at the Ceremony.
Announcements:
Town Hall will be closed for Business, Monday July 4th in observance of Independence Day.
A motion was made by Council Member Neisler to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:17 PM.
