Town Meeting Minutes – Monday, June 10, 2002

The regular meeting of the Town of Brusly was held this date, June 10, 2002, at 6:30 p.m. at the Brusly Town Hall. A roll call by the Town Clerk Jules Lefeaux determined the following present:

Council Member Perrault led the Pledge of Allegiance.

Mayor Normand recognized Judge Ed Gaidry, a native of Terrebonne Parish and a candidate for Judge of the First Circuit Court of Appeals.

Mayor Normand recognized Mr. Ian Tham who recently received his United States Citizenship. Council Member Bourgeois presented Mr. Tham with a Certificate of Congratulations as Brusly’s newest U. S. Citizen.

A motion was made by Council Member Bourgeois to approve the minutes of the regular meeting of May 13, 2002, seconded by Council Member Andre’. The motion carried unanimously.

A motion was made by Council Member Andre’ to approve the minutes of the special meeting of May 6, 2002, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Babin gave the Public Works Committee report for the month. He stated that the Culvert Program is being finalized. Mayor Normand reported on the letter received from the La. DOTD regarding the N. Kirkland and E. Main intersection and also the widening of the Allene/N. LaBauve and the E. St. Francis/S. Kirkland intersections.

Mayor Normand gave the report on the Planning and Zoning Committee. He led the discussion on the Orleans Quarters preliminary plat. After some discussion, a motion was made by Council Member Bourgeois to accept the Planning and Zoning Committee approval recommendation contingent upon the adding of 50 ft. right of ways at no greater than 800 ft. apart on the north side of the property as necessary, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand led the discussion on Brusly Oaks plat. After some discussion, a motion was made by Council Member Perrault to accept the Planning and Zoning Committee approval recommendation with the stipulations that all houses face inward and a perimeter fence is constructed on the North, West and South sides of the development, seconded by Council Member Kershaw. The motion carried unanimously.

Mayor Normand led the discussion on the subdivision of the Bourgeois lot. After some discussion, a motion was made by Council Member Babin to approve the subdivision of the lot and grant a variance on the square footage on the Bourgeois Lot B-1, seconded by Council Member Andre’. The motion carried with 4 yeas and Council Member Bourgeois abstaining.

Council Member Kershaw gave the financial report for the month. He led the discussion on a budget adjustment. Police Equipment Grant Income and Tobacco Tax Income were budgeted but not received. After some discussion, a motion was made by Council Member Kershaw to adjust the budget on Police Equipment Grant Income and Tobacco Tax Income to zero, as funds were not received, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand recommended the reappointment of Ms. Addie Crochet as the Town’s Water Board Representative. A motion was made by Council Member Andre’ to reappoint Ms. Addie Crochet for a 5 year term as the Town’s Water Board Representative, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand gave a report on the Alexander Park concessions and restrooms. Council Member Bourgeois gave a report on the historical marker project.

Council Member Bourgeois gave the Grant Committee report for the month. She reported that the Town would be receiving the Rural Development grant of $16,000.

Mayor Normand led the discussion on the Sewer System Budget for 2002-2003. Mayor Normand opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Perrault to approve an ordinance for the Sewer System Budget for 2002-2003 as presented, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand led the discussion on the General Fund Budget for 2002-2003. He opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Kershaw to approve an ordinance for the General Fund Budget for 2002-2003 as presented, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion on the Occupational License ordinance and opened the public hearing. After some discussion, it was determined further clarification was necessary and the item tabled.

Mayor Normand led the discussion on Chapter 10, Police Protection, and opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Andre’ to adopt an ordinance to revise Chapter 10, seconded by Council Member Babin. The motion carried unanimously.

A motion was made by Council Member Bourgeois to issue a Resolution to the family of former Mayor Lynn Pourciau expressing our condolences and appreciation for his many years of service to this community, seconded by Council Member Kershaw. The motion carried unanimously.

Police Chief Emmett Worley gave the Police Department report for the month. He stated that there were 6 wrecks, 2 bench warrants, 5 DWI arrests, 4 damage to property, 2 disturbing the peace, 5 thefts, 7 alarms, 14 assisting other agencies, 25 drug arrests, 60 escorts, 620 traffic violations, 10 miscellaneous calls for a total of 171 calls. He also stated that the Police secretary, Georgina LoBue, did resign and an officer was moved to the office as a day supervisor. A motion was made by Council Member Bourgeois to accept Georgina Lobue’s resignation, seconded by Council Member Babin.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin.

The meeting adjourned at 7:55 p.m.
