Town Meeting Minutes – Monday, July 8, 2002

The regular meeting of the Town of Brusly was held this date, July 8, 2002, at 6:30 p.m. at the Brusly Town Hall. A roll call by Town Clerk Jules Lefeaux determined the following present:

Council Member Kershaw led the Pledge of Allegiance.

Mayor Normand recognized John W. Wilbert, candidate for District Attorney of West Baton Rouge, Iberville and Pointe Coupee parishes.

A motion was made by Council Member Bourgeois to approve the minutes of the regular meeting of June 10, 2002, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Babin gave the Public Works Committee report for the month. He stated that the drainage upgrade projects have performed very well especially during the recent rains.

Mayor Normand gave the Planning and Zoning Committee report for the month.

Mayor Normand led the discussion on the appointment of Don Deville, CPA as the auditor. A motion was made by Council Member Kershaw to approve Don Deville, CPA as the Town auditor, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand led the discussion on the appointment of Town Clerk Jules Lefeaux to the LAMP board. A motion was made by Council Member Bourgeois to approve the appointment of Town Clerk Jules Lefeaux to the LAMP board, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand led the discussion for the Personnel Committee and recommended the hiring of Horace Lee as full time in the Maintenance Dept. effective July 5, 2002. A motion was made by Council Member Perrault to accept the recommendation to hire Horace Lee effective July 5, 2002 as full time in the Maintenance Department, seconded by Council Member Babin. The motion carried unanimously.

Council Member Perrault gave the Recreation Committee report for the month. She also gave an update on the damaged playground covering at Alexander Park. Mayor Normand will contact the vendor relative to repair or replacement of the cover.

Council Member Bourgeois gave the Grant Committee report for the month. She also gave an update on the grant for the Historical Markers and a grant from The Dow Chemical Company for the purchase of a traffic monitor and a rape defense program for the police department. A motion was made by Council Member Perrault in support of the Town and Police Department submitting grant proposals to The Dow Chemical Company for a traffic monitor and a rape defense program, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand led the discussion on the Resolution to adopt the adjusted millage rates. He opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Kershaw to adopt the 2.16 mills resolution, seconded by Council Member Babin. The motion carried unanimously.

Mayor Normand led the discussion on the Resolution to adopt the adjusted millage rates after reassessment and roll forward to 2.56 mills. He opened the public hearing. After some discussion, the public hearing was closed. A motion by Council Member Kershaw to leave the millage at 2.16 mills, the same as last year, making the ceiling at 2.16 mills in both the adjustment and roll up, seconded by Council Member Babin. The motion carried unanimously.

Council Member Kershaw led the discussion on the resolution to support our Congressional delegation in support of the words “under God” in the Pledge of Allegiance. A motion was made by Council Member Kershaw to support our Congressional delegation in support of the words “under God” in the Pledge of Allegiance, seconded by Council Member Andre’. The motion carried unanimously.

Mayor Normand led the discussion on the resolution in support of the West Baton Rouge Parish Strategic Plan. A motion was made by Council Member Kershaw to support the West Baton Rouge Parish Strategic Plan, seconded by Council Member Bourgeois. The motion carried unanimously.

Mayor Normand led the discussion on the resolution for the Federal OTJ Training program. He stated the OJT program will reimburse the Town for one-half of the salary of a maintenance employee for up to six months while training for a new job assignment as an equipment operator. A motion was made by Council Member Bourgeois to approve and authorize Mayor Normand to enter into an agreement with the Federal Government to take advantage of the On-The-Job Training Program, seconded by Council Member Perrault. The motion carried unanimously.

Police Chief Emmett Worley gave the Police Department report for the month. He stated that there were 136 total calls including 4 wrecks, 2 bench warrants, 1 DWI arrest, 3 batteries, 2 damage to property, 2 disturbing the peace, 2 thefts, 1 burglary, 5 alarms, 11 assistant to other agencies, 4 911 calls, 12 traffic arrests, 60 escorts, 3 domestic calls, 24 miscellaneous calls and 200 traffic violations. In addition he reported there were 189 drug arrests in the last year.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin. The motion carried unanimously.

The meeting adjourned at 7:25 p.m.
