Town Meeting Minutes – Monday, July 13, 2009

The regular meeting of the Town of Brusly was held this date, July 13, 2009 at the Brusly Town Hall.

Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.

A motion to approve the minutes of the Town’s regular meeting of June 8, 2009, was made by Council Member Bourgeois and seconded by Council Member Olinde. Motion passed with a unanimous vote.
Public Works Committee:
Upon Mayor Normand’s recommendation, a motion to approve entering into a Governmental Agreement with WBR Parish for the purchase of culverts was made by Council Member André; seconded by Council Member Kershaw. The motion passed unanimously.

Upon Mayor Normand’s request, a motion to authorize signing of a LGAP Grant Contract, from which the Town will receive a $35,000 grant, was made by Council Member Bourgeois; seconded by Council Member Olinde. The motion passed unanimously.

Planning and Zoning Committee:
A motion to approve a Variance Request submitted by Donna M. Hymel to construct a fence on the drainage servitude located at the rear of her property at 304 Gleason St. was made by Council Member André; seconded by Council Member Bourgeois. The motion passed unanimously.

Finance Committee:
A motion to reimburse Mayor Normand’s legal expenses associated with an unfounded ethics allegation was made by Council Member Olinde; seconded by Council Member Hebert. A roll call vote was taken with the following results:
Yeas: Bourgeois, Hebert, Kershaw, Olinde, André
Nays: None
Absent: None

Upon Mayor Normand’s recommendation, a motion to approve entering into an Unemployment Contract with LMA was made by Council Member Kershaw; seconded by Council Member André. The motion passed unanimously.

Personnel Committee: None

Recreation Committee: None

Police Committee:
Chief Whaley recommended hiring John Marionneaux as a Part Time Police Officer, with the condition that he complete 16 hours of reserve time each month before starting any paid time, at the rate of $10.50/ hr., effective July 13, 2009. After a short discussion, Council Member André motioned to accept the recommendation; seconded by Council Member Olinde. A roll call vote was taken with the following results:
Yeas: Hebert, Kershaw, Olinde, André, Bourgeois
Nays: None
Absent: None

Upon Chief Whaley’s request a motion to declare a 2006 GMC Yukon XL as surplus for a minimum trade in value of $10,000.00 was made by Council Member André; seconded by Council Member Hebert.
A roll call vote was taken with the following results:
Yeas: Kershaw, Olinde, André, Bourgeois, Hebert

Governmental Affair Committee:

Council Member Bourgeois gave an update on the sale of Landmark Books. As of July 13, 2009, 366 books have been sold, resulting in $4784.00 in revenue.

Hearing and Final Action on Ordinances: None

Introduction of Ordinances: None

Resolutions and Commendations:
Resolution # 8 of 2009, congratulating Colonel David W. Couvillon upon his retirement from the United State Marine Corps after 33 years of service, was accepted unanimously upon a motion by Council Member Kershaw with a second by Council Member Bourgeois.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for June. There were two (2) first aid calls inside the Town and ten (10) outside of Town. There were no fire calls inside or outside the Town. There were two (2) false alarm investigations. There was one (1) natural gas leak, one (1) cancelled alarm and two (2) trash fires. There were four (4) motor vehicle crashes and three (3) mutual aid calls. The total calls for the month were twenty five (25). Total calls year to date are one hundred sixty eight (168).

Police Department Report:
Report for the month of June was given by Chief Whaley. There were six (6) wrecks, six (6) bench warrant arrests, one (1) damage to property, two (2) Disturbing the peace, one (1) theft, two (2) burglaries six (6) alarms, twenty (20) assists to other agencies, two (2) juvenile matters, eleven (11) traffic arrests, thirty two (32) miscellaneous calls and one (1) domestic call. For the month’s total, there were 90 calls, 190 citations and 249 violations.

Mayor’s Report:
The Mayor met with a representative from the Census Bureau. The Mayor, Council Member Bourgeois and Council Member Olinde attended the CRPC meeting that was held in Port Allen. Mayor Normand also met with representatives from FEMA and the DEQ. The Mayor attended the LMA District H meeting in Slaughter.

Remarks of Personal Privilege:
Police Chief Whaley recommended reviewing the Fee Schedule for traffic violations.
Council Member Olinde announced the passing of Mr. Jack Conner, of Port Allen, adding that there would be an upcoming benefit dinner to help defray expenses; Chief Whaley volunteered to cook.

Announcements:
Landmark & Heritage Committee Meeting July 20, 2009 at 6:30 PM
Fire Chief Alleman announced that the Department was now on a 24 hour shift which would allow for at least one firefighter on duty at all times.

A motion was made by Council Member André to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:06 PM.
