Town Meeting Minutes – Monday, July 12, 2010

The regular meeting of the Town of Brusly was held this date, July 12, 2010 at the Brusly Town Hall. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert,
Shane André, Chris Kershaw
Town Attorney: Thomas Acosta Jr.

Mayor Normand introduced Mr. Bob Breaux, Executive Director of the WBR Chamber of Commerce, who gave a short presentation on economic development in our area.

A motion to approve the minutes of the Town’s Regular Meeting of June 14, 2010, was made by Council Member Kershaw and seconded by Council Member André. The motion passed with a unanimous vote.
Public Works Committee:
Mayor Normand announced that the Town was now advertising for street overlay bids.

Planning and Zoning Committee:
A set back variance by Paul Joffrion at 3472 Allene St. was favorably recommended by the Planning & Zoning Commission. A motion to accept the recommendation was made by Council Member Kershaw; seconded by Council Member Olinde. The motion passed unanimously.

Mayor Normand recommended the reappointment of Claudette Purnell to the Planning & Zoning Commission for a seven (7) year term. A motion to accept Mayor Normand’s recommendation was made by Council Member Bourgeois; seconded by Council Member Olinde. The motion passed unanimously.

Finance Committee: None

Personnel Committee:
Mayor Normand recommended hiring Carlisa Askins as a full time Traffic Clerk at the rate of $13.00 per hour starting July 21, 2010. A motion to hire was made by Council Member André; seconded by Council Member Hebert. The motion passed unanimously.

Recreation Committee: None

Police Committee: None

Governmental Affair Committee:
Upon Mayor Normand’s request, a motion to authorize the Mayor to enter into a contract between the Town and the Office of Social Services – Community Partnership Initiative, was made by Council Member André; seconded by Council Member Olinde. The motion passed unanimously.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member André introduced an Ordinance for Chapter 21-Animals.

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for June. There was one (1) first aid call inside of town and eleven (11) outside of Town. There were no fire calls inside or outside of the Town. There was one (1) false alarm, two (2) motor vehicle crashes and one (1) water rescue. The total calls for the month were sixteen (16). The total for the year is one hundred forty-eight (148).

Police Department Report:
Report for the month of June was given by Sergeant Robertson. There were three (3) wrecks, eighteen (18) bench warrant arrests, one (1) damage to property, two (2) thefts, ten (10) alarms, twenty-four (24) assists to other agencies, one (1) 911 call, twelve (12) traffic arrests, thirty-one (31) miscellaneous calls and two (2) domestic calls. For the month’s total, there were 104 calls, 163 citations and 204 violations.
Correspondence:
Mayor Normand received a thank you note from Registrar of Voters Stacy Ryan for use of the Town Hall during their voter registration drive.

Mayor’s Report:
Mayor Normand attended a CRPC Supper. The Mayor thanked the Fire Department for putting on Hurricane Preparedness Training for the entire Town Staff. Mayor Normand gave a brief Census update. The Mayor attended two closing ceremonies for New Beginnings summer camps.

Announcements:
Landmark & Heritage Meeting – July 19th at 6:30 PM.

A motion was made by Council Member André to adjourn; seconded by Council Member Kershaw. The motion passed with a unanimous vote. The meeting adjourned at 6:51 PM.
