Town Meeting Minutes – Monday, February 8, 2010

The regular meeting of the Town of Brusly was held this date, February 8, 2010 at the Brusly Town Hall. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Joanne Bourgeois, Landess Hebert, Shane André,
Chris Kershaw
Town Attorney: Thomas Acosta Jr.

Absent: Thomas Olinde

Mayor Normand introduced Mary Delapasse, Executive Director, Keep WBR Beautiful, who spoke about the Household Hazardous Material Day to be held at the WBR Multi-Purpose Arena at 152 Turner Road, Port Allen on March 6, 2010. Mrs. Delapasse also reported on the other activities of Keep West Baton Rouge Beautiful.

A motion to approve the minutes of the Town’s Regular Meeting of January 11, 2010, was made by Council Member André and seconded by Council Member Kershaw. The motion passed with a unanimous vote.

Police Committee:
Chief Whaley recommended hiring Tige Scott as a full time Police Officer starting February 9, 2010 at the rate of $13.00 hr. A motion to hire was made by Council Member Bourgeois; seconded by Council Member Hebert. A roll call vote was had with the following results:

Governmental Affair Committee: None

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Normand read aloud a Personnel Ordinance and opened the Public Hearing. Hearing no comments, the Mayor closed the Public Hearing. A motion to approve the Ordinance was made by Council Member Hebert; seconded by Council Member Kershaw. A roll call vote was had with the following results:

Introduction of Ordinances:
Council Member Bourgeois introduced a Budget Adjustment ordinance.
Council Member André introduced an ordinance for various Chapter 19 changes.

Resolutions and Commendations:
A resolution in support of a name change of WBRP Multipurpose Facility to the Louis Mouch Jr. Multipurpose Facility was recommended by Mayor Normand. A motion to adopt was made by Council Member Bourgeois; seconded by Council Member Kershaw. The motion passed unanimously.

Mayor Normand recommended a resolution expressing gratitude to Special Council Clayton-Frugé Law Firm. A motion to adopt was made by Council Member Bourgeois; seconded by Council Member André. The motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for January. There was one (1) fire call on Lukeville Lane from a pot on the stove. There was one (1) smoke scare and one (1) investigation on Ory Dr. There were six (6) false alarms. There was one (1) gas leak and one (1) gas smell. There were three (3) motor vehicle crashes. There were five (5) first aid calls inside the Town and eight (8) outside of Town. The total calls for the month were twenty seven (27).

Police Department Report:
Report for the month of December was given by Chief Whaley. There were two (2) wrecks, eleven (11) bench warrant arrests, two (2) damage to property, two (2) alarms, twelve (12) assists to other agencies, two (2) juvenile matters, six (6) traffic arrests and thirty two (32) miscellaneous calls. For the month’s total, there were 69 calls, 63 citations and 86 violations.
Correspondence:
The Mayor received a Thank You note from the WBR Tourist Center for the use of the Town’s barricades during “Reflections of the Season.”

Mayor’s Report:
Mayor Normand announced the new population estimation of 2,416. The Mayor attended a Red Cross Luncheon, a Census Office opening in Baton Rouge, and a Port Allen High School Credit Union opening.
Mayor Normand participated in a reading program at Lukeville Upper Elementary. The Mayor gave a State of The Town address at the Rotary Club luncheon with Wayne Delapasse and Debbie Berthelot in attendance. Mayor Normand announced that the Town of Brusly’s float finished second in the Addis Mardi Gras Parade, thanking to the staff for their work decorating. The Mayor, Council Member Bourgeois, Council Member Hebert, Attorney Acosta and Town Clerk Debbie Berthelot attended the LMA Mid-Winter Conference. Mayor Normand attended the LMA Reception that was held at the Governor’s Mansion.

Announcements:

A motion was made by Council Member André to adjourn; seconded by Council Member Hebert. The motion passed with a unanimous vote. The meeting adjourned at 7:10 PM.
