Town Meeting Minutes – Monday, February 13, 2012

The regular meeting of the Town of Brusly was held this date, February 13, 2012 at the Brusly Town Hall.

Council Member Olinde led the Pledge of Allegiance. A roll call determined the following officials present:
Council Members: Thomas Olinde, Joanne Bourgeois, Landess Hebert, Shane Andre
Town Attorney: Thomas Acosta, Jr.
Absent: Mayor Joey Normand

A motion to approve the minutes of the Town’s regular meeting of January 9, 2012, was made by Council Member Olinde and seconded by Council Member Hebert. Mayor Pro Tempore Bourgeois opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
After a brief discussion, a motion to table the River Mill Substantial Completion was made by Council Member Olinde; seconded by Council Member Neisler. . Mayor Pro Tempore Bourgeois opened the floor for public comments. Hear no comments a roll call vote was had with the following results:
Yeas: André, Bourgeois, Hebert, Neisler, Olinde
Nays: None
Abstaining: None
Absent: None

Planning and Zoning Committee:
Mayor Pro Tempore Bourgeois read aloud the request of Court Street Development, LLC to
Re-subdivision with variance – 2635 Allene Street: “Final Plat of Map Showing Subdivision of the remaining Western Portion of Lot 33, Lots 34 & 35 and a Revoked 20’ Ditch Right-of-Way, Allene Subdivision into Lots 33-A and 34-A.” A motion to approve the Final Plat as recommended by the Planning & Zoning Commission was made by Council Member Hebert; seconded by Council Member Olinde. Mayor Pro Tempore Bourgeois opened the floor for public comments. Hearing no comments a roll call vote was had with the following results:
Yeas: Bourgeois, Hebert, Olinde, André
Nays: None
Abstaining: Neisler
Absent: None

Finance Committee: None
Personnel Committee: None

Recreation Committee:
Council Member André reported that the Brusly High School Wrestling Team took first place in the State Wrestling Tournament. Austin Schemer won 4 individual state titles, which is only the second time in the history of Brusly High School Wrestling. Council Member André also reported that the Brusly High School Basketball Team became District Champs by winning the game with Port Allen High School. The Brusly High Softball field was named “MY-U” Field after Coach Julie Mayeux. To bet on any sports team, sites like link w88 moi nhat are trending.

Governmental Affairs Committee:
A motion to approve the Committee Appointments as recommended by Mayor Joey Normand was made by Council Member Olinde; seconded by Council Member Neisler. Mayor Pro Tempore Bourgeois opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Mayor Pro Tempore Bourgeois opened the public hearing for Ordinance #11 of 2011 – Chapter 4.6.2 – Military Leave. A motion to approve was made by Council Member Olinde; seconded by Council Member André. Mayor Pro Tempore Bourgeois opened the floor for public comments. Hear no comments a roll call vote was had with the following results:
Yeas: Hebert, Neisler, Olinde, André, Bourgeois
Nays: None
Abstaining: None
Absent: None

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for January. There were five (5) first aid calls inside of Town and eleven (11) outside of Town. There were two (2) fire calls inside the Town and two (2) outside of Town. There were two (2) grass fires, one (1) trash fire and one (1) gas leak. There were three (3) motor vehicle crashes and one (1) mutual aid call. The total calls for the month were twenty-eight (28). The total for the year is twenty-eight (28).

Police Department Report:
Report for the month of January was given by Chief Whaley. There were five (5) wrecks, two (2) bench warrant arrests, one (1) damage to property, six (6) thefts, four (4) assists to other agencies, one (1) juvenile matter, six (6) traffic arrests and fifteen (15) miscellaneous calls. For the month’s total, there were 40 calls, 238 citations and 289 violations.

Mayor Normand arrived at 6:46 PM.

A motion to revisit item number five (5) of the agenda – B. Planning & Zoning Committee- 1) Consider River Mill Reserve Substantial Completion was made by Council Member André; seconded by Council Member Olinde. A roll call was had with the following results:
Yeas: Neisler, Olinde, André, Bourgeois, Hebert
Nays: None
Abstaining: None
Absent: None
A motion to authorize the Mayor to sign the River Mill Reserve Substantial Completion following completion of the punch list was made by Council Member Hebert; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor’s Report:
Mayor Normand participated as a judge for the Student of the Year Contest.
The Mayor announced that the new cabinet for the Flag Program was in.

Remarks of Personal Privilege:
Council Member Bourgeois announced the Brusly High School 100th Anniversary Celebration will be held March 25, 2012.
The Mayor and Council attended the LMA Mid-Winter Conference.

A motion was made by Council Member Bourgeois to adjourn; seconded by Council Member Olinde. The motion passed with a unanimous vote. The meeting adjourned at 7:00 PM.
