Town Meeting Minutes – Monday, February 11, 2013

The regular meeting of the Town of Brusly was held this date, February 11, 2013 at the Brusly Town Hall.
Council Member Rhodes led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Tom Acosta
Absent: None

A motion to approve the minutes of the Town’s regular meeting of January 14, 2013, was made by Council Member Rhodes and seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Upon Mayor Normand’s recommendation a motion to add patch work on Bourgeois St. to the street overlay project in the amount of $10,383.22, was made by Council Member André; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
A motion to approve Orleans West Plan Change #3, which involves minor engineering calculation changes, was made by Council Member Neisler; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee: None

Personnel Committee:
At the request of Chief Whaley, by written letter, a motion to amend the agenda to consider hiring a Full Time Police Officer, was made by Council Member Bourgeois; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments from the public, a roll call vote was had with the following results:
Yeas: Neisler, Rhodes, Richard, André, Bourgeois
Nays: None
Absent: None

At the recommendation of Chief Whaley, by written letter, a motion to hire Charles Zalphen at the rate of $14.50 an hour as a Full Time Police Officer, was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Committee: None

Governmental Affair Committee:
A motion to authorize the Town to submit a grant application for the Fruit Tree Planting Foundation Grant was made by Council Member Bourgeois; second by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to appoint Anatole Vincent to the Tree Board was made by Council Member Bourgeois; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Council Member Bourgeois presented the following homes which have been recommended to receive Landmark Plaques:

1222 W. Main St. Shirley Guidry, Owner
138 Hebert St. Kevin and Annie Berthelot, Owners

A motion to approve the homes for Landmark Plaques was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously. Council Member Bourgeois stated that a ceremony will be scheduled after Easter to present plaques to these owners and the owners of properties approved in November. She also reported that the Landmark & Heritage Commission will work on a design for a marker where landmark structures were once located.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances:
Ordinance #1 of 2013 –The ordinance to amend the appropriations ordinance of 2012-2013 to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Normand. Hearing no comments from the public, Mayor Normand turned the issue over to the Council for Consideration. A motion to adopt Ordinance #1 of 2013 as presented was made by Council Member André; seconded by Council Member Neisler. A roll call vote was had with the following result:

Resolutions and Commendations: None

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for January. There were five (5) first aid calls inside the Town, ten (10) outside of Town and five (5) public assistance calls. There were no fires inside of Town and three (3) outside of Town. There were two (2) odor investigations, one (1) smoke detector activation and two (2) dispatched & cancelled en route. There were no motor vehicle crashes and one (1) mutual aid call. The total calls for the month were forty-four (29). The total for the year is four hundred six (29).

Police Department Report:
Report for the month of January was given by Sgt. Robertson. There were six (6) wrecks, three (3) bench warrant arrests, one (1) robbery, one (1) burglary, one (1) alarm, five (5) assist to other agencies, one (1) juvenile matter, five (5) traffic arrests and sixteen (16) miscellaneous calls. For the month’s total, there were 34 calls, 159 citations and 200 violations.

Mayor’s Report:
Mayor Normand announced that eleven building permits, for construction of new homes in Orleans West Subdivision, have been approved by the Town.

Remarks of Personal Privilege:
Council Member Bourgeois announced there would be Household Hazardous Material collection day on March 9th, at the Louis Mouch ,Jr. Arena, sponsored by Dow and Keep WBR Beautiful. Also, on March 9th, a Planning & Zoning training session will be held at Brusly Town Hall.

Announcements:
The Town Hall will be closed Tuesday, February 12th in observance of Mardi Gras.

A motion was made by Council Member André to adjourn; seconded by Council Member Rhodes. The motion passed with a unanimous vote. The meeting adjourned at 6:50 PM.
