Town Meeting Minutes – Monday, August 12, 2013

The regular meeting of the Town of Brusly was held this date, August 12, 2013 at the Brusly Town Hall.

Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney: Thomas Acosta, Jr.
Absent: Scot Rhodes

A motion to approve the minutes of the Town’s special meeting of June 25, 2013, was made by Council Member Richard and seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

A motion to approve the minutes of the Town’s regular meeting of July 8, 2013, was made by Council Member André and seconded by Council Member Neisler. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Normand recommended accepting the lowest bid, being $39,912.00, on the sewer jetter, submitted by Covington Sales & Service Inc. A motion to accept was made by Council Member André; seconded by Council Member Richard. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Planning and Zoning Committee:
Mayor Normand read aloud the variance request of Kirk Mancuso to reduce the side setback of his property at 755 Venzule St. from 10 feet to 4 feet. The variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve was made by Council Member Richard; seconded by Council Member Neisler. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Mayor Normand read aloud the variance request of Michael & Lisa Ware to reduce the side setback of their property at 2630 Live Oak Dr. from 10 feet to 2 feet. The Mayor explained that there was no opposition from the neighbor, with the stipulation that there would be a 24″ gap between the property line and the slab along with gutters being installed on the building. The variance having been favorably recommended by the Planning & Zoning Commission, a motion to approve with the two stipulations was made by Council Member Neisler; seconded by Council Member Bourgeois. The Mayor opened the floor for public comments. Don Manual, the neighbor, affirmed his concurrence and explained his reasons. Hearing no other comments the motion passed unanimously.

Mayor Normand recommended the approval of the Final Plat of Orleans West Subdivision Phase 3 under the condition that all fees be paid in full and the punch list be completed. A motion to approve the Mayor’s recommendation was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor opened the floor for public comment. After a brief discussion about needed repairs to the entrance median of Orleans Quarters Drive, a roll call vote was had with the following results:

Governmental Affair Committee:
Council Member Bourgeois presented the home at 1651 Allene Street for consideration to receive a Landmark Plaque, having been favorably recommended by the Landmark & Heritage Committee. A motion to approve was made by Council Member Bourgeois; seconded by Council Member André. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Resolutions and Commendations:
Resolution #6 of 2013 to declare a 2007 Crown Victoria and other items as Surplus and set a minimum price was recommended by Mayor Normand. The Mayor recommended the minimum price of $850 for the Crown Victoria, $1 for the fax machine and $1 for the curtains. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Resolution #7 of 2013 to authorize the Mayor to enter into a cooperative endeavor with the WBR Parish Council in regards to Fire Protection Subdistricts was recommended by Mayor Normand. A motion to approve was made by Council Member Neisler; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Resolution #8 of 2013 to thank Sgt. Lloyd Kersey, on behalf of the citizens of Brusly, for his service to the country. A motion to approve was made by Council Member Bourgeois; seconded by Council Member André. The Mayor opened the floor for public comment. Hearing no comments the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for July. There were six (6) first aid calls inside the Town and sixteen (16) outside of Town. There were no fires inside of Town or outside of Town. There was one (1) false alarm, two (2) grass fires, one (1) electrical arcing and one (1) fire investigation out upon arrival. There were one (1) motor vehicle crash and one (1) mutual aid call. The total calls for the month were twenty-nine (29). The total for the year is two hundred twenty (220). Additionally, Fire Chief Alleman recognized Asst. Fire Chief Hunts for being elected LSFA President.

Police Department Report:
Report for the month of July was given by Sgt. Robertson. There were five (5) wrecks, three (3) bench warrant arrests, two (2) alarms, three (3) assists other agencies, four (4) traffic arrests and twenty (20) miscellaneous calls. For the month’s total, there were 39 calls, 291 citations and 348 violations.

Correspondence:
The Mayor received a thank you note from Addie Crochet expressing her thanks for the Town of Brusly hosting a reception for the Water Board District#2.

Mayor’s Report:
Mayor Normand gave brief updates on the Allene Street culvert project and the Capital Outlay project.
Mayor Normand, Council Member Bourgeois and Council Member Neisler attended the Grand Reopening of McDonalds in Brusly. The Mayor also attended a meeting of the Keep WBR Beautiful board.

Remarks of Personal Privilege:
Fire Chief Alleman commended the Brusly Police Dept. for the help on a fire call. Council Member Bourgeois reported that the Town of Brusly had been named a Tree City for 2012, the 9th year for this designation and acknowledged Patricia Gaudet for her attention to the project.

Announcements:
Town Hall will be closed September 2nd for Labor Day.
Town of Brusly Committee Meeting will be Sept. 3rd at 6:30 PM.
Changes in Recycling Collection Days: Front Brusly – Tuesday, Back Brusly – Wednesday.

A motion was made by Council Member André to adjourn; seconded by Council Member Richard. The motion passed with a unanimous vote. The meeting adjourned at 7:02 PM.
