Town Meeting Minutes – Monday, August 12, 2002

The regular meeting of the Town of Brusly was held this date, August 12, 2002, at 6:42 p.m. at the Brusly Town Hall. A roll call by Town Clerk Jules Lefeaux determined the following present:

Council Member Perrault led the Pledge of Allegiance.

A motion was made by Council Member Bourgeois to approve the minutes of the regular meeting of July 8, 2002, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand and Chief Worley commended Captain Don Ash, Officer Jerry Roubique, and Officer Sean Donohue for their alertness in responding to a burglary call and apprehension of a suspect on August 1, 2002. In addition, they
commended Officer Sean Donohue for his professional efforts in arresting a burglary suspect on South Vaughan.

Mayor Normand led the discussion on the resolution for the widening of West St. Francis Street. A motion was made by Council Member Kershaw to adopt the resolution for widening of West St. Francis Street, seconded by Council Member Perrault. The motion carried unanimously.

Mayor Normand gave the Planning and Zoning report for the month.

Council Member Kershaw gave the Finance Committee report for the month.

Council Member Perrault had no Personnel Committee report for the month.

Council Member Bourgeois gave the Recreation Committee report for the month. She also suggested historical marker wording. A motion was made by Council Member Bourgeois to adopt the wording for the historical markers for the Original Brusly High School and the Charles P. Adams markers as amended, seconded by Council Member Andre’. The motion carried unanimously.

Council Member Bourgeois stated she wanted to reiterate the importance of the Brusly Oak Tree to the community and read a poem written in 1979 by the late Mr. Roy Hebert. She also stated that Ms. Sherry Pourciau donated to the archives a 1963 Brusly telephone directory.

Chief Emmett Worley reported that Captain Don Ash would return to the position of School Resource officer at Brusly High School on August 14th. Chief Worley recommended the hiring of a new police officer, Shawn Waters. A motion was made by Council Member Andre’ to accept Chief Worley’s recommendation to hire Shawn Waters as an officer in the Police Department, seconded by Council Member Perrault. The motion carried unanimously.

Council Member Perrault made a motion to authorize Chief Worley to order the equipment for the R.A.D. program, seconded by Council Member Bourgeois. The motion carried unanimously. Council Member Perrault led the discussion on the neighborhood watch program. Chief Worley stated he would publicize the program upon receipt of the material. Chief Worley also reported on the Personal Safety program to be held on August 21 and the R.A.D. classes to begin in early October.

Council Member Bourgeois gave the Grant Committee report for the month. Town Clerk Lefeaux gave a report on the Rural Development grant.

Mayor Normand led the discussion on the Occupational Tax ordinance. Mayor Normand opened the public hearing. After some discussion, the public hearing was closed. A motion was made by Council Member Kershaw to accept the Occupational Tax ordinance as amended, seconded by Council Member Bourgeois. The motion carried unanimously.

Council Member Kershaw introduced an ordinance for a budget adjustment to purchase land adjacent to the Town complex.

Chief Emmett Worley gave the Police Department report for the month. He stated there were 158 total calls for the month including 12 wrecks, 5 bench warrants, 2 damage to property, 5 disturbing the peace, 3 burglaries, 9 alarms, 5 assist other agencies, nine 911 calls, 22 drug arrests, 60 escorts, 2 juvenile matters, and 21 miscellaneous calls. He stated that there were also 280 total traffic violations cited for the month.

Mayor Normand gave the Mayor’s report for the month.

A motion was made by Council Member Bourgeois to adjourn, seconded by Council Member Babin. The motion carried unanimously.

The meeting adjourned at 7:35 p.m.
