Town Meeting Minutes – Monday, April 8, 2013

The regular meeting of the Town of Brusly was held this date, April 8, 2013 at the Brusly Town Hall.
Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor: Joey Normand
Council Members: Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane André,
Don Neisler
Town Attorney: Tom Acosta
Absent: None

A motion to approve the minutes of the Town’s regular meeting of March 11, 2013, was made by Council Member Rhodes and seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand read aloud the Variance Request for Ray Joffrion – 770 Tullier St. – Reduce minimum rear setback from 10’ to 6’4”. Mayor Normand opened the floor to entertain any motions on the variance request which the Planning & Zoning Commission favorably recommended. A motion to grant the variance was made by Council Member Rhodes; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Mayor Normand presented the Final Plat Showing the Re-subdivision Lot 1, Lot 1-A & Tract JAS-2 into Lot 1-A-1, Tract JAS-2-A & Tract JAS-2-B located in Section 55, T8, R12 East S.E. Land District, West of the Mississippi River Town of Brusly, Parish of West Baton Rouge State of Louisiana (1526 & 1622 Allene Street) For Earl John Sarradet ET. ALS & Joseph A. Sarradet Jr. ET. ALS, which has been favorably recommended by the Planning & Zoning Commission. A motion to approve the re-subdivision was made by Council Member Bourgeois; seconded by Council Member Richard. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Finance Committee: None

Personnel Committee:
Upon the recommendation of Mayor Normand a motion to approve changes to Section 3.2.4 of the Employee Manual (Firearms, Explosives & Other Weapons) as modified, was made by Council Member Bourgeois; seconded by Council Member André. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Recreation Committee: None

Police Committee: None

Governmental Affair Committee:
Council Member Bourgeois reported on a mural being painted on the wall of the Alexander Park Pavilion; the mural is being funded as a beautification project by Keep WBR Beautiful.

Consideration of Vetoed Ordinances: None

Hearing and Final Action on Ordinances: None

Introduction of Ordinances:
Council Member André introduced an Ordinance for Sewer User Fees.

Resolutions and Commendations:
Mayor Normand read aloud Resolution #1 of 2013-DEQ Environmental Audit. A motion to approve the audit was made by Council Member Bourgeois; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments the motion passed unanimously.

Fire Department Report:
Fire Chief Alleman gave the Fire Chief’s report for March. There were eleven (11) first aid calls inside the Town, eighteen (18) outside of Town and one (1) public assistance call. There were no fires inside or outside of Town. There were four (4) smoke detector activations, one (1) smoke scare and one (1) trash fire. There were two (2) motor vehicle crashes and one (1) mutual aid call. The total calls for the month were thirty-nine (39). The total for the year is ninety-five (95).

Police Department Report:
Report for the month of March was given by Sgt. Robertson. There were eleven (11) wrecks, four (4) bench warrant arrests, one (1) disturbing the peace, one (1) burglary, five (5) alarms, five (5) assist to other agencies, two (2) drug arrests, four (4) juvenile matters, eight (8) traffic arrests and fourteen (14) miscellaneous calls. For the month’s total, there were 55 calls, 284 citations and 345 violations.

Mayor’s Report:
Mayor Normand reported that the School Tax Renewal had passed. Mayor Normand attended the CRPC meeting which was co-hosted by the Town of Addis and the Town of Brusly. The Mayor reported that safety lights had been purchased, with funds from a Safety Grant, and installed on the Town’s maintenance truck. Mayor Normand gave a brief update on the progress being made on Orleans West Subdivision and the new building permit applications. The Mayor reported that there were new signs at the corner of St. Francis St. and LA Hwy 1. Mayor Normand also attended the monthly WBR Chamber of Commerce meeting.

Announcements:
The Landmark & Heritage meeting will be held April 15th at 6:30 PM in the Town Hall Meeting Chamber.

A motion was made by Council Member André to adjourn; seconded by Council Member Neisler. The motion passed with a unanimous vote. The meeting adjourned at 6:45 PM.
