Town Meeting Minutes – May 2025

The regular meeting of the Town of Brusly was called to order this date, May 12, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor: Scot Rhodes
Council Members: Rusty Daigle, Sheri Young, Blake Tassin, Mike Chustz
Town Attorney: Thomas Acosta, Jr.
Absent: Chris Kershaw
Upon Mayor Rhodes request a motion to add “Brusly High Track State Champions” to the agenda under Recognitions & Commendation, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Recognitions & Commendations:
Mayor Rhodes recognized the Brusly High School Track Team for winning State. Coach Anthony Felder gave a brief overview of the events participants and their accomplishments.
A motion to approve the minutes of the Town’s regular meeting of April 14, 2025, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of April, prepared by Public Works Supervisor Shane Sarradet. There were 8.1 inches of rainfall in the month; cleared debris from ditches after the big rain event for 2 days; no samples are being taken at the Sewer Treatment Facility due to construction; several catch basin sinkholes were repaired; cleared fallen tree limb from Gwin Street; made several trash pickup runs on LA 1 due to litter blown from high winds; 3 potholes filled on streets around town; tractor back in service after major repairs.
Waste Pro roadside debris pickup is scheduled for the week of May 12th.
Flags will be put up for Memorial Day and fly through July 4th.
Mayor Rhodes opened the floor for discussion on a time change order of the WSP Lagoon Project. Council Member Daigle questioned Spinks Construction why the recent request for a change order to reinforce the bridge was made at the May 5th meeting when he was privileged to the weight limitation in February 2024. In addition, Council Member Daigle questioned the reason for the request of additional time for substantial completion when it appeared inclement weather was not a factor in installation. After the discussion and upon the recommendation of Toby Fruge of Owen & White, a motion to approve a change order # 2 to extend the WSP Sewer project substantial completion date to September 22, 2025, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Mayor Rhodes noted that the “Budget to Actual Comparison Report” for April, in the meeting packets, is available for Council Members to review.
The Mayor referred to his Budget Message, included in the meeting packet, for Council Members to review.
Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Logan Anderson as a full-time police officer at the rate of $22.51 an hour, retroactive to May 2, 2025 was made by Council Member Chustz; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Chief Lefeaux presented Keegan Allen with the 2024 Officer of the Year Award.

Introduction of Ordinances:
Council Member Daigle introduced Ordinance 2 of 2025-Town Budget Adjustments 2024/2025 fiscal year. Council Member Tassin introduced Ordinance 3 of 2025-Sewer Budget Adjustments 2024/2026 fiscal year. Council Member Chustz introduced Ordinance 4 of 2025-Town Budget 2025/2026 fiscal year.
Council Member Young introduced Ordinance 5 of 2025-Sewer Budget 2025/2026 fiscal year
Resolutions:
A motion to approve Resolution 4 of 2025, to defer the collection of the Town’s Ad Valorem tax for 2025, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
A motion to approve Resolution 5 of 2025, declaring surplus and authorizing the donation of a Lemna boat to the Village of Morganza, was made by Council Member Young; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Police Department Report:
The Police Department Report for the month of April was given by Chief Lefeaux. There were five (5) agency assist, four (4) alarms, one (1) assault, one (1) civil incident, two (2) civil problems, one (1) controlled substance, two (2) crime prevention, one (1) damage to property, six (6) disturbances, three (3) fires, one (1) harassment, four (4) medical, one (1) obstruct justice, one (1) obstruct police, seven (7) ordinance violations, one (1) other crimes against person, one (1) property crime, two (2) property watch, one (1) public peace, two (2) public service, one (1) sexual assault, one (1) stolen vehicle, two (2) suspicious, ten (10) traffic accidents, ten (10) traffic problems, two (2) unlocks, one (1) utility problem, three (3) warrants and five (5) welfare checks. For the month, there were 82 total events, 21 total citations and 26 total violations.
No Flock activity to report.
Mayor’s Report:
Mayor Rhodes reported that the Bezet ditch project is complete. The Mayor announced that the Brusly High School Graduation will take place May 15, 2025.
Remarks of Personal Privilege:
Attorney Acosta announced that the LMA Reginal Meeting will be held in Addis on June 17th.
Announcements:
Town Hall will be closed for Memorial Day on Monday 26, 2025.
Council Member Young made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:25 pm.
