Town Meeting Minutes – March 2025

The regular meeting of the Town of Brusly was called to order this date, March 10, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Young led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members: Rusty Daigle, Sheri Young, Blake Tassin, Mike Chustz, Chris Kershaw
Town Attorney: Thomas Acosta, Jr.
Absent: None
Recognitions & Commendations: None
A motion to approve the minutes of the Town’s regular meeting of February 10, 2025, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of February, prepared by Public Works Supervisor Shane Sarradet. There were 4.5 inches of rainfall in the month; 2 SCADA alarms at the Wastewater Lift Stations; 1 Out of compliance test result on our Sewer Treatment Facility; filled 1 sinkhole along subsurface drainage near River Mill Dr.; Bourgeois and S. LaBauve station upgrades are complete and running normal; Weir repair is complete at Sewer Pond; Edged E. Main curb; repaired plug at St. James Park Kettle; repaired speed sign on Orleans Quarters; cleaned chlorine contact chamber; new gutters were installed at Town Hall.
Waste Pro roadside debris pickup is scheduled for the week of March 10th.
More sidewalk repair is scheduled for Julien St.
Upon the recommendation of the Louisiana Rural Water Association and Mayor Rhodes, a motion to approve the new sewer rates as presented, was made by Council Member Tassin; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

After discussion and upon the recommendation of Toby Fruge of Owen & White, a motion to approve Pay App 4 for the WSP Pump Station Rehab Project in the amount of $64,296.11 was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Upon the recommendation of Mayor Rhodes, a motion to approve the WSP Pump Station Rehab substantial completion, was made by Council Member Daigle; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request of Claude J. Haydel III at 806 E. Main St., Non-Compliance Sec. 120-147(c)(3) R-3 Single Family Residential, Side Setback, to reduce from 10 feet to 5 feet. Following a brief discussion, a motion to grant the variance was made by Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for February, in the meeting packets, is available for Council Members to review.

Police Committee:
After some discussion, and upon the recommendation of Chief Lefeaux, a motion to authorize Mayor Rhodes to sign a 3-year contract with Pulse E-Ticket Solution, contingent upon contract review by Attorney Acosta, was made by Council Member Daigle; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Introduction of Ordinances:
Council Member Tassin Introduced an ordinance for Billboard Regulations.
Resolutions:
A motion to approve Resolution 2 of 2025, the Municipal Water Pollution Prevention Environmental Audit, was made by Council Member Young; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Police Department Report:
The Police Department Report for the month of February was given by Asst. Chief Southon. There were four (4) agency assist, four (4) alarms, two (2) assaults, one (1) civil incident, five (5) disturbances, one (1) family disturbance, one (1) fire, two (2) follow up investigations, one (1) juvenile problem, eight (8) medical, one (1) miscellaneous, one (1) property crime, one (1) public service, one (1) sexual assault, four (4) suspicious, one (1) theft, four (4) traffic accidents, one (1) traffic problem, and ten (10) welfare checks. For the month, there were 54 total events, 83 total citations and 98 total violations.
No Flock activity to report.
Mayor’s Report:
Mayor Rhodes reported that there would be a Library tax renewal and a Drainage tax renewal on the March 29th election ballet. The Mayor also reported that the ditch running along the south side of Allene Street is scheduled to be dug out to grade to help drainage. Mayor Rhodes wished the Brusly Basketball team luck in the final four play-offs.

Council Member Chustz made a motion to adjourn; seconded by Council Member Tassin. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:21 pm.
