Town Meeting Minutes – March 2022

The regular meeting of the Town of Brusly was called to order this date, March 14, 2022, at the Brusly Town Hall, at 6:30 p.m. Council Member Daigle led the Pledge of Allegiance.    A roll call determined the following officials present:

Town Attorney:            Thomas Acosta, Jr.
Absent:                         None

Upon the request of Mayor Rhodes, a motion to amend the agenda to include the Consideration of a Resolution for Municipal Water Pollution Prevention Environmental Audit, under item 10 “Resolutions,” was made by Council Member Bourgeois; seconded by Council Member Daigle.  A roll call vote was had with the following results:

Recognitions & Commendations:
Mayor Rhodes recognized Mr. Wes Watts, West Baton Rouge School Board Superintendent who encouraged everyone to vote on the property tax renewal which was on the upcoming ballet of March 26, 2022.  Mr. Watts reminded everyone that the tax has been on the books sense 1964 and it represents about 20% of WBR Schools budget.

A motion to approve the minutes of the Town’s regular meeting of February 14, 2022, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of February. There were 1.9 inches of rainfall in the month; no drainage problems were reported; 3 SCADA alarms; repaired sewer force main at Venzule Station; no personnel incidents to report for the Maintenance Department; one “out of compliance” test result on the Sewer Treatment Facility; River Mill clean-out issue has been corrected; River Mill 3rd Filing has started receiving occupancy on houses (lots 37-48), construction has begun on lots 24-35; repaired catch basin on Tullier Street; excavated ditches in retention pond; installed new “No Parking” signs along Elaine Street.

Regular bulk trash will be picked up the week of March 14th. The extra trash pickup will be March 25th.

Mayor Rhodes gave a brief update on the progress on St. James Square Park, stating that a change order on the time scale will addressed as soon as Entergy gives a timeline on moving a utility pole which is impeding progress.

Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request of Chantelle Johnson, Lot 1C & 3C Live Oak Dr to reduce the side setback from 10’ to 5’ to build a house. After a brief discussion, a motion to approve was made by Council Member Neisler; seconded by Council Member André. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Mayor Rhodes read aloud the variance request of Blake Marionneaux, 1671 Allene St. – Non-Compliance Sec. 120-1-45(3) R-1 Single Family Residential, Side Depth, to reduce the side setback from 10’ to 5’8” to build a shop. After a brief discussion, a motion to approve was made by Council Member André; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Mayor Rhodes opened the Public Hearing for the Map Showing the Survey & Subdivision of Lot 41-A & 42-A into Lot 41-A-1 Located in Sec. 55, T3S-R12E Town of Brusly, West Baton Rouge Parish Southeastern and District West Baton Rouge Parish for the estate of Hubert Thibodeaux, 601 N. LaBauve Ave. Mr. Court Bradford, representing the Estate of Hubert Thibodeaux, described the map.  Mrs. Gloria Cedotal, a family member, was recognized. She requested that the Council table this matter. Other family members/heirs in attendance stated that they wished the matter to be considered and approved. Following discussion which included the fact that the request had been recommended by the Planning & Zoning Commission to the Council for approval, a motion to approve the map was made by Council Member André; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Mayor Rhodes opened the Public Hearing for the Map Showing the Survey & Subdivision of Lot HT-1-B & 50-A into Lot HT-1-B-1 Located in Sec. 55, T8S-R12E Town of Brusly, West Baton Rouge Parish Southeastern Land District for the Estate of Hubert Thibodeaux, 601 N. LaBauve Ave. Mr. Court Bradford, representing the Estate of Hubert Thibodeaux, described the map. Following a brief discussion, a motion to approve the map was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Mayor Rhodes opened the Public Hearing for the Map Showing the Survey & Subdivision of Lot HT-1-A into Lots HT-1-A-1, HT-1-A-2, HT-1-A-3, HT-1-A-4, HT-1-A-5, HT-1-A-6, HT-1-A-7 & HT-1-A-8, Located in Sec. 55, T8S-R12E Town of Brusly, West Baton Rouge Parish Southeastern Land District for the Estate of Hubert Thibodeaux, 601 N. LaBauve Ave. Mr. Court Bradford, representing the Estate of Hubert Thibodeaux, described the map.  Council Members expressed concerns regarding drainage of the property. A motion to approve the map, with additional language changes discussed, was made by Council Member Daigle; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Mayor Rhodes opened the Public Hearing for the Map Showing the Survey of Lot MT-3 into Lots MT-3-A, MT-3-B, MT-3-C, MT-3-D, MT-3-E, MT-3-F, MT-3-G & MT-3-H Located in Sec. 55, T8S-R12E Town of Brusly, West Baton Rouge Parish, Southeastern Land District for Mark Tassin, 621 N LaBauve Ave. Mr. Court Bradford, representing Mark Tassin, explained the map. After a brief discussion a motion to approve the map was made by Council Member Bourgeois; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for February, in the meeting packets, is available for Council Members to review.

Resolutions:
A motion to approve Resolution 2 of 2022, the Municipal Water Pollution Prevention Environmental Audit, with changes discussed, was made by Council Member André; seconded by Council Member Tassin.  Mayor Rhodes opened the floor for public comments.  Hearing no comments, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of February was given by Lt. Jason Fontenot. There  were three (3) agency assists, six (6) alarms, one (1) assault; one (1) controlled substance, two (2) damaged property, three (3) disturbances, two (2) harassment calls two (2) medicals, six (6) no insurance tows, one (1) security check, one (1) sexual assault, one (1) stolen property, one (1) stolen vehicle, six (6) suspicious activity, sixteen (16) traffic accidents, two (2) traffic problems, three (3) unlocks, one (1) warrant and one (1) weapons offense.  For the month, there were 59 total events, 310 total citations and 403 total violations.

Through use of the recently installed Flock License Plate Camera System, there were 3 stolen cars recovered, 1 hit and run incident solved, 1 stolen plate recovered, 1 missing person found, 1 NCIC Warrant arrest, and 7 felony arrests.

Mayor’s Report: 
Mayor Rhodes gave a brief update on the Venzule Drainage Project.

Remarks of Personal Privilege:
Mayor Rhodes and Council Member Bourgeois read a Dr. Seuss book to students at Brusly Elementary School on March 4th; Council Member Bourgeois and Town Clerk Blaine Rabalais helped judge 5th grade science projects on March 9th. Council Member Bourgeois reported that Edward Dupuy donated an 1854 map of the Town of Brusly and efforts are being made to have it restored.

Announcements
Early voting is March 12-19 (excluding Sunday, March 13) from 8:30 a.m.-6 p.m. This can be done at the Early Voting Building in Brusly on E. St. Francis St.

A motion was made by Council Member Tassin to adjourn; seconded by Council Member André.  Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:53 p.m.
