Town Meeting Minutes – June 2020

The regular meeting of the Town of Brusly was called to order this date, June 8, 2020, at the Brusly Town Hall, at 6:30 p.m. Council Member André led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor:                     Scot Rhodes
Council Members:    Rusty Daigle, Joanne Bourgeois, Terry Richard, Shane André, Don Neisler
Town Attorney:        Thomas Acosta, Jr.
Absent:                    None

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of May 11, 2020, as written, was made by Council Member Daigle and seconded by Council Member Richard. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report, as prepared by Public Works Supervisor Shane Sarradet, for the month of May. There were 5.8 inches of rainfall in the month; no drainage issues; there were three SCADA alarms; Live Oak Lift Station bypass was installed; one out of compliance test result at the sewer treatment facility; 700 feet of open ditches were brought to grade on the south side of Gwin St. along with sewer jetting of all culverts; notice to proceed was executed on the street overlay project; several catch basin washouts repaired throughout town; LPDES permit renewal was submitted for Sewer Facility; no personnel incidents to report for the Maintenance Department.

Regular bulk trash will be picked up the week of June 8, 2020. The extra trash pickup will be Friday, June 26, 2020.

Upon the recommendation of Mayor Rhodes, a motion to authorize the Mayor to sign a contract with Republic Services was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Upon the Mayor’s recommendation, a motion to remove the house at 441 Gwin St. from the Derelict Building list was made by Council Member André; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Mayor Rhodes presented the Final Plat Showing the Subdivision of Lot SSA-1-A-1 (2.323 Acres) South Side Acres Subdivision, Second Filing Part 1 into Lots SSA-1-A-1-A, SSA-1-A-1-B, SSA-1-A-1-C, SSA-1-A-1-D, SSA-1-A-1-E, and SSA-1-A-1-F Located in Section 17, T8S – R12E Town of Brusly West Baton Rouge Parish, Southeastern Land District for Scott Thomas.
Court Bradford, representing Mr. Thomas explained the details of the final plat. Following a brief discussion, Council Member André made a motion to approve the plat contingent upon a maintenance bond being executed and the Retention Area being brought up to specifications. The motion was seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for May was included in the meeting packets for Council Members to review.

Council Member Bourgeois made a motion to name The Westside Journal as the Town of Brusly’s Official Journal; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote.

A motion was made by Council Member Neisler to appoint Baxley and Associates as Town Auditor for the 2019-2020 Fiscal year; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote.

Hearing and Final Action on Ordinances:
Ordinance 1 of 2020, to amend the appropriations ordinance of 2019-2020; to provide relative to appropriations for the income and expenses of the Town was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 1 of 2020, as discussed, was made by Council Member Bourgeois; seconded by Council Member Daigle. A roll call vote was had with the following result:

Absent:      None

Ordinance 2 of 2020, to amend the appropriations ordinance of 2019-2020; to provide relative to appropriations for the income and expenses of the Sewer was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 2 of 2020, as discussed, was made by Council Member André; seconded by Council Member Richard. A roll call vote was had with the following result:

Absent:      None

Mayor Rhodes read aloud Ordinance 3 of 2020, to make appropriations for the expenses of the Town of Brusly for 2020-2021 and to provide relative to the expenditure of said appropriations. Mayor Rhodes opened the public hearing. After the discussion, the Mayor closed the public hearing and directed the matter to the Council. Council Member André moved to approve the Budget; seconded by Council Member Bourgeois. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Absent:     None

Ordinance 4 of 2020, to make appropriations for the expenses of the Town of Brusly Sewer System for 2020-2021 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration. A motion to adopt Ordinance 4 of 2020 was made by Council Member Neisler; seconded by Council Member Richard. A roll call vote was had with the following result:

Police Department Report:
Police Department Report for the month of May was given by Police Chief Lefeaux. There were nine (9) alarms, four (4) suspicious persons, three (3) traffic complaints, one (1) unlock, sixteen (16) miscellaneous complaints, sixteen (16) disturbance calls, two (2) assist to other agencies, four (4) no insurance tows, six (6) crash reports, one (1) damage to property, one (1) battery, one (1) missing person, one (1) improper telephone communication, four (4) thefts, one (1) possession of stolen property, four (4) medical calls, one (1) public assist and one (1) animal at large. For the month, there were 76 total complaints, 314 total citations and 354 total violations.

Mayor’s Report:
Mayor Rhodes reported that the radar speed limit signs have been installed, the street overlay project will start this week, sandbags were available for the recent storm and no drainage issues occurred related to the storm. Mayor Rhodes attended a Parish meeting during which guidelines for Phase 2 of the reopening were discussed.

Remarks of Personal Privilege:
Council Member Bourgeois suggested the Town put up “Children at Play” signs on W. Main Street.
Council Member Richard expressed gratitude to Chief Lefeaux for helping residents with sandbags during the storm.
Announcements:
Town Hall will be closed Friday July 3, 2020 in observance of Independence Day.

A motion was made by Council Member André to adjourn; seconded by Council Member Richard. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:07 PM.
