Town Meeting Minutes – June 2018

The regular meeting of the Town of Brusly was held this date, June 11, 2018, at the Brusly Town Hall, at 6:30 p.m. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                                Scot Rhodes
Council Members:             Rusty Daigle, Joanne Bourgeois, Terry Richard, Don Neisler
Town Attorney:                  Thomas Acosta, Jr.
Absent:                               Shane Andrè

At the request of Mayor Rhodes, a motion to amend the agenda to add 9.A Resolution #6 of 2018, was made by Council Member Daigle; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

A motion to approve the minutes of the Town’s regular meeting of May 14, 2018, as presented, was made by Council Member Bourgeois and seconded by Council Member Richard. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes referred to the “Budget to Actual Comparison Report,” included in the meeting packets, for Council Members to review.

Public Works Committee:
Following a suggestion by Council Member Bourgeois, a Public Works update will be included in the recorded minutes. Mayor Rhodes read the following report for the month of May: There were 2.2 inches of rainfall in the month; no drainage issues were reported; 7 alarms sounded at the sewer lift stations; 2 out of compliance test results at the sewer treatment facility; a DEQ inspection was held on the sewer treatment facility; no personnel incidents to report. Additionally, a new roof was installed on the derelict building at 2100 Ory Dr. Culverts were cleaned from Venzule to the ditch north of the subdivision, a sweeper and land plane were purchased for the bobcat. New street signs for S. LaBauve and W. St. Francis Street have been delivered. Mayor Rhodes also reported that road side debris pickup occurs on the second full week of the month and the extra monthly pickup is the last Friday of the month.

Personnel Committee:
Upon the recommendation of Chief Lefeaux, a motion to hire Michael Comeaux as a part time Police Officer, at the rate of $15 an hour effective June 11th, was made by Council Member Richard; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Governmental Affairs Committee:
Council Member Bourgeois reported that the Landmark Plaque Ceremony was held on June 10th. Bourgeois reported that there were 9 Certified Landmark Plaques awarded to homes and properties and thanked Public Works Director, Shane Sarradet, along with his crew, and Jamie Loupe for their help with the ceremony preparations.

Hearing and Final Action on Ordinances:
Mayor Rhodes read aloud Ordinance 5 of 2018, to amend and re-enact the Code of Ordinances of the Town of Brusly, Louisiana, Chapter 19 relative to the amendment and re-adoption of the official zoning map of the Town of Brusly. The Mayor opened the Public Hearing. Hearing no comments from the public, the Mayor turned the matter over to the Council for consideration. A motion to approve, contingent upon spelling Vaughan correctly on the map, was made by Council Member Neisler; seconded by Council Member Daigle. A roll call vote was taken with the following results:

Mayor Rhodes read aloud Ordinance 6 of 2018, to make appropriations for the expenses of the Town of Brusly for 2018-2019 and to provide relative to the expenditure of said appropriations. Mayor Rhodes opened the public hearing. Council Member Daigle requested information about the average amount of surplus a Town our size normally carries over each year. Council Member Neisler suggested that a salary pay plan ordinance be written that has a base percentage increase for employees that would be contingent upon available revenues. After the discussion, the Mayor closed the public hearing and directed the matter to the Council. Council Member Neisler moved to approve the Budget as presented; seconded by Council Member Richard. The Mayor opened the floor for public comment. Hearing no comments, a roll call vote was taken with the following results:

Ordinance 7 of 2018, to make appropriations for the expenses of the Town of Brusly Sewer System for 2018-2019 and to provide relative to the expenditure of said appropriations, was read aloud and opened for Public Hearing by Mayor Rhodes. Hearing no comments from the public, Mayor Rhodes directed the issue to the Council for consideration.   A motion to adopt Ordinance 7 of 2018 as presented was made by Council Member Bourgeois; seconded by Council Member Daigle. A roll call vote was had with the following result:

Introduction of Ordinances: None
Resolutions and Commendations:
Mayor Rhodes read aloud Resolution 6 of 2018. A motion to apply for the FHWA Recreational Trails Program Grant was made by Council Member Daigle; seconded by Council Member Richard. Mayor Rhodes opened the floor for public comment. Hearing no comment, the motion passed unanimously.

Police Department Report:
Police Department Report for the month of May was given by Asst. Chief Southon. There were three (3) alarms, fifteen (15) warrant arrests, six (6) assists to other agencies, two (2) civil complaints, five (5) miscellaneous complaints, eleven (11) disturbance calls, two (2) public assists, forty-five (45) no insurance tows, nine (9) crash reports, two (2) suspicious person/vehicle calls, two (2) medical, five (5) unlock calls, eight (8) traffic complaints, one (1) assault, two (2) harassing phone calls, one (1) animal cruelty, two (2) thefts, one (1) fire, one (1) terrorizing, three (3) drug arrests and one (1) trespassing call. For the month, there were 127 total complaints, 228 total citations and 333 total violations.

Announcements:
The Town Hall will be closed Tuesday July 4th for Independence Day.

A motion was made by Council Member Richard to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:04 PM.
