The regular meeting of the Town of Brusly was called to order this date, July 14, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Recognitions & Commendations:
Mayor Rhodes recognized Eric Kulcke from the Public Works Department for 20 years of service.
A motion to approve the minutes of the Town’s regular meeting of June 9, 2025, was made by Council Member Young; seconded by Council Member Kershaw. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of June, prepared by Public Works Supervisor Shane Sarradet. There were 8.4 inches of rainfall in the month; 0 SCADA alarm at our wastewater lift stations; several washouts at sub surface drainage repaired; trimmed trees around the town hall and adjacent property behind the barn; continued to spread dirt along the Bizette ditch after the parish brought the entire ditch to grade; installed LED lights at lift stations; main sewer line repaired at 400 W St Francis St; larger culverts installed at pond Rd and Live Oak emergency Rd; 1000 feet of drainage ditch to grade on Emergency Rd all the way to Stonewall canal. Cindy has made one year with the Public Works dept. We have had three calls over the weekend saying how well the park and outside the Town Hall looks.
We are preparing for hurricane season; flags from Memorial Day have been taken down.
Waste Pro roadside debris and out of cart pickup is scheduled for the week of July 14th.
Consider Contractor’s Pay App #3 for our WSP Sewer Lagoon Improvement Project. A motion to approve Pay App #3 in the amount of $768,779.14 was made by Council Member Kershaw; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Contractor’s Pay App #5 WSP Pump Station Rehab Project retainage of $25,950.00 A motion to approve Pay App #5 was made by Council Member Tassin. Seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Consider change order #3 for the WSP Sewer Lagoon Improvement Project. Mayor Rhodes explained that the Town will ask the Water Sector Commission to approve the change order in the amount of $70,000, the match piece would be $16,568.96. After some discussion Council Member Daigle restated his concerns about possible breach of contract, from the contractor’s side and possible lack of approval by the Water Sector Commission, leaving the Town responsible for the total amount. A motion to approve change order #3 in the amount of $70,000, contingent upon the Water Sector Commission’s approval, by Council Member Kershaw and seconded by Council Member Tassin. No comments from the audience. Roll call votes as follows:

Toby Frugé of Owen & White, gave a presentation on the Allene Street drainage study. Mr. Frugé will be making recommendations in the near future, after doing more modeling.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for June, is available for Council Members to review.
A motion to authorize Mayor Rhodes to sign a work order for Iworx. This is used for spreadsheets, text messages, emails, and work orders to follow through until completion. Motion by Council Member Tassin, seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Upon the recommendation of Mayor Rhodes, Council Member Kershaw made a motion to name Baxley & Associates the Town of Brusly’s 2024/2025 Auditor; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote.
Personnel Committee:
Upon the recommendation of Assistant Police Chief Southon, a motion to hire Sharon Majoira as a part-time police officer at the rate of $22.00 an hour, beginning today, July 14, 2025. Motion was made by Council Member Tassin; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Governmental Affairs Committee:
There are 3 Softball Tournaments scheduled at Alexander Park. The first one is BHS Alumni on July 11th and 12th. The second one is The Carly Jo Memorial on July 18th and The Gill Foundation will be August 9th & 10th. The Parish Provided the Town of Brusly with a Letter of No Obligation to sell alcohol at the tournaments. A motion to approve was made by Council Member Daigle; seconded by Council Member Young. Hearing no comments, the motion passed with a unanimous vote.
The Landmark & Heritage meeting is scheduled for July 21st at 6:30

The Police Department Report for the month of June was given by Assist. Chief Southon. Mayor’s Report:
Mayor Rhodes will have a table at the WBR Community Health & Resource Fair at the Community Center in Port Allen July 15th. He will attend the LA Economic Development meeting the LMA Conference from 7/29-8/1, and a meeting with the Hyundai Group.
Remarks of Personal Privilege:
Tom Southon stated that there will be a Blood Drive 7/15/25 in the Town Hall parking lot with 2 donation times still available.
