Town Meeting Minutes – January 2026

The regular meeting of the Town of Brusly was called to order this date, January 12, 2026 at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Council Members:      Daigle, Young, Tassin, Chustz, Kershaw
Town Attorney:          Thomas Acosta, Jr.
Absent:                        None

Recognitions & Commendations:  None

A motion to approve the minutes of the Town’s regular meeting of December 8, 2025,  was made by Council Member Young; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of December, prepared by Public Works Supervisor Shane Sarradet. There were 6.1 inches of rainfall in the month; 0 SCADA alarms at our wastewater lift stations; 1 out of compliance test result at Sewer Treatment Facility; Street gutters cleaned out on S. LaBauve; Overlay engineering is being done for 2025-2026 budget year (N. LaBauve, Allene St. (West end), and repairs on Live Oak); Culvert installation at the corner of Irma St. and Lee Dr. is underway; The Sewer Treatment Facility operated at 35% of it total capacity for the year (H=51% in December) (L=26% in November).

Christmas decorations will start to come down this week.

Waste Pro roadside debris and out of cart pickup is scheduled for the week of January 12th.

After discussion and upon the recommendation of Toby Fruge of Owen & White, a motion to approve Pay App 4 for the WSP Lagoon Project, with changes from proposed 35k to 22,644.00, was made by Council Member Tassin; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Absent:            None

Mayor Rhodes presented change order #5, a request for more time for the Sewer Lagoon Project.  After a discussion, a motion to approve a time change order of until February 9th for the project, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays:               Daigle, Young, Tassin
Absent:            None
Motion failed.

Council Member Daigle made a motion to put the contractor on notice for liquidated damages, per contractual language, due to failure of completion in allotted timeframe; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Yeas:               Young, Tassin, Chustz, Daigle
Nays:               Kershaw
Absent:            None
Motion passed.

Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request of Cody Acosta, 253 W. Main Street, Non-Compliance Sec. 120-147(c)(3) R-3 Single Family Residential, to reduce the side setback from 10 feet to 8 feet. The Planning & Zoning Commission having recommended approval contingent upon a letter of no objection from the neighbor on the east side of the property and a 1-hr. fire rating on the east wall of the structure, a motion to approve as recommended was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for December, is available for Council Members to review.

Governmental Affairs Committee: None

Consideration of Vetoed Ordinances: None

Hearing & Final Action on Ordinances: None

Introduction of Ordinances: None

Resolutions:
A motion to approve Resolution 1 of 2026, to apply for the 2025/2026 LGAP Grant, was made by Council Member Tassin; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed unanimously.

Police Department Report:
The Police Department Report for the month of December was given by Officer Keegan Allen. There were (28) Agency Assists, (4) Alarms, (2) Animal Problems, (1) Assault, (1) Damaged Property, (1) Death, (5) Disturbances, (1) Juvenile Problem, (31) Medical, (1) Missing Person, (6) No Insurance Tows, (1) Non UCR Reportable, (1) Obstruct Police, (1) Ordinance Violation, (1) privacy violation, (1) Property, (9) Public Services, (2) Suspicious, (1) Theft, (13) Traffic Accidents, (13) Traffic Problems, (7) Unlocks, (2) Warrants, (1) Weapons Offense and (1) Welfare Check. Total of 135 calls for the month. For the month, there were 57 total citations and 67 violations.

Flock Activity: 7 NCIC Warrants, 4 Protective Orders.

Drone Activity: Deployed at Town of Brusly Christmas Tree Lighting. Deployed to assist WBR Sheriff’s Office in Suspect Pursuit.

Mayor’s Report:  
Mayor Rhodes gave a brief update on the Allene St. Drainage study.

Announcements:
Town Hall will be closed January 19th for Martin Luther King Jr. Day.

The January 26th meeting of the Landmark & Heritage Committee has been canceled.

Council Member Tassin made a motion to adjourn; seconded by Council Member Young. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:06pm.
