Town Meeting Minutes – February 2026

The regular meeting of the Town of Brusly was called to order this date, February 9, 2026, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Tassin led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney:           Thomas Acosta, Jr.
Absent:                       Daigle

Upon the request of Mayor Rhodes, a motion to change the order of item 6. Committee Reports to A. Planning & Zoning then B. Public Works Committee, adding Executive Session under the Public Works Committee item, was made by Commissioner Young; seconded by Commissioner Tassin. A roll call vote was had with the following results:

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of January 12, 2026, was made by Council Member Chustz; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Planning and Zoning Committee:
Mayor Rhodes read aloud the variance request of Laken Bourgoyne, 1505 Live Oak Dr., Non-Compliance Sec. 120-145(3) R-1 Single Family Residential, to reduce the front setback from 30 feet to 20 feet and the side setback from 10 feet to 5 feet. The Planning & Zoning Commission having recommended approval contingent upon a letter of no objection from the adjourning neighbor and add gutters to the structure, a motion to approve as recommended was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of January, prepared by Public Works Supervisor Shane Sarradet. There were 6.75 inches of rainfall in the month; 0 SCADA alarms at our wastewater lift stations; 0 out of compliance test result at Sewer Treatment Facility; Chlorine line was repaired at STF; 2 sewer blockages reported on Oak Plaza Dr. & Richard St. Oak Plaza was a main line blockage and was cleared. Richard St. was on resident’s side; Grease traps were checked at 2 locations. Both were in compliance. 1 Culvert program job was completed on Lee Dr.; Sinkholes were repaired in Brusly Oaks, Live Oak, and Allene St.; 2 potholes repaired on River Oaks St.; Removed debris in servitude between Ory Dr. and Live Oak; Driveway culvert upgrade was finished on Allene, Ory and Live Oak.
Waste Pro roadside debris and out of cart pickup is scheduled for the week of February 9th.
Smoke testing will be done in Brusly Oaks Subdivision to help find infiltration points.

Upon the request of Mayor Rhodes, a motion to go into executive session was made by Council Member Tassin; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Upon the request of Mayor Rhodes, a motion to come out of executive session was made by Council Member Kershaw; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays:         None
Absent:     Daigle

Upon the request of Mayor Rhodes, a motion to amend the agenda to add item b. Consider Change order #5, a request for more time for the Sewer Lagoon Project, under A. Public Works Committee, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:
Yeas:            Chustz, Kershaw, Young, Tassin

Absent:        Daigle

Mayor Rhodes presented change order #5, a request for more time for the Sewer Lagoon Project retroactive to January 1, 2026. After a discussion, a motion to approve a time change order, effective January 1, 2026, until March 31, 2026, for the project, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Mayor Rhodes noted that the “Budget to Actual Comparison Report” for January, is available for Council Members to review.

Police Department Report:
The Police Department Report for the month of January was given by Officer Keegan Allen. There were (2) abandoned vehicles, (16) Agency Assists, (5) Alarms, (2) Animal Problems, (1) Assault, (1) Damaged Property, (1) Death, (6) Disturbances, (2) drunkenness, (2) fires, (17) Medical, (1) Mental Subject, (1) Civil Matter, (1) Missing Person, (6) No Insurance Tows, (2) Obstruct Police, (1) Ordinance Violation, (1) privacy violation, (6) Public Services, (1) Security Check, (3) Suspicious, (4) Traffic Accidents, (7) Traffic Problems, (1) Trespassing, (5) Unlocks, and (3) Welfare Checks. Total of 98 calls for the month. For the month, there were 102 total citations and 128 violations.

Six arrests were made, one Driving While Intoxicated; one Resisting an Officer with Force of Violence; one Criminal Trespass; one Simple Battery; one Resisting an Officer; one Disturbing the Peace.

Flock Activity: 2 Stolen Plates, 1 Stolen Vehicle.
Drone Activity: None

Mayor’s Report:
Mayor Rhodes thanked Mayor Pro-Temp Daigle for sitting in for him during his absence. The Mayor reported that there was a major problem with the switch on the Town Hall generator and estimates are being gathered. Mayor Rhodes gave a brief update on the street overlay project.

Announcements:
Town Hall will be closed Tuesday, February 17th for Mardi Gras.

Council Member Tassin made a motion to adjourn; seconded by Council Member Young. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:11pm.
