Town Meeting Minutes – February 2025

The regular meeting of the Town of Brusly was called to order this date, February 10, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Daigle led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney:           Thomas Acosta, Jr.
Absent:                       None

Recognitions & Commendations:
Director of WBR Parish Library, Tammy Martin gave a presentation on library resources, services and programs. Ms. Martin also encouraged everyone to support the library tax renewal coming up in the March 29th election.

A motion to approve the minutes of the Town’s regular meeting of January 13, 2025, was made by Council Member Young; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of January, prepared by Public Works Supervisor Shane Sarradet. There were 2.6 inches of rainfall in the month; there was 1 snow event; 2 SCADA alarms at the Wastewater Lift Stations; no samples were taken during the Lagoon Improvement Project; Bourgeois & S. LaBauve lift stations are now operational with the new system; sidewalk repair around town was completed, (E. St. Francis, E. Main St., Lee Dr.); new LED lights were installed in sally port at the Police Station; Orleans Quarters electronic speed sign reinstalled; several speed limit signs replaced throughout town; 1 sewer blockage reported on Ory Dr. in main line; potholes and washouts were repaired around town; Town Hall flower bed is undergoing repair.

Waste Pro roadside debris pickup is scheduled for the week of February 10th.

After discussion and upon the recommendation of Toby Fruge of Owen & White, a motion to approve Pay App 3 for the WSP Pump Station Rehab Project in the amount of $176,937.50 was made by Council Member Chustz; seconded by Council Member Kershaw. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

After discussion and upon the recommendation of Toby Frugé of Owen & White, a motion to approve Pay App 4 for the WSP Force Main Project in the amount of $28,266.22 was made by Council Member Kershaw; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Planning and Zoning Committee: None

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for January, in the meeting packets, is available for Council Members to review.

Personnel Committee: None

Recreation Committee:
Mayor Rhodes requested authorization to sign a Cooperative Endeavor Agreement with WBR Parish School Board for the purpose of allocating budgeted recreational funds, as previously approved by the Town Council in the 2024-2025 Budget. A motion to approve, with changes discussed, was made by Council Member Daigle; seconded by Council Member Kershaw. The Mayor opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Police Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Kasey Williams as a full-time Officer at the rate of $22.00 an hour, starting February 10, 2025, was made by Council Member Chustz; seconded by Council Member Young. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Governmental Affairs Committee:
Upon the recommendation of Mayor Rhodes, a motion to appoint Brent Babin as a Landmark & Heritage Commissioner was made by Council Member Kershaw; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed with a unanimous vote.

Police Department Report:
The Police Department Report for the month of January was given by Officer Fontenot. There were six (6) agency assist, three (3) alarms, one (1) animal problem, two (2) assaults, one (1) burglary, one (1) child custody exchange, one (1) civil incident, one (1) damaged property, three (3) disturbances, two (2) family disturbances, one (1) fraud, eight (8) medical, three (3) miscellaneous, two (2) no insurance tows, one (1) property, two (2) property crimes, one (1) security check, one (1) sexual assault, seven (7) suspicious, two (2) theft, four (4) traffic accidents, three (3) traffic problems, one (1) transport, one (1) trespassing, one (1) warrant, and seven (7) welfare checks. For the month, there were 66 total events, 91 total citations and 118 total violations.

Through use of the Flock License Plate Camera System, there was one stolen car and one stolen plate alerts.

Mayor’s Report:
Mayor Rhodes attended the LMA Mid-Winter Conference. The Mayor reported that the Town had received a reimbursement check from Cox for the sink hole repairs caused by Cox installing cable through the sewer line. Mayor Rhodes also reported that the WBR Fire District received a fire rating of 3 parish wide. The Mayor gave a brief update about renovations being done on the BHS football field and how it will affect drainage.

Remarks of Personal Privilege:
Mayor Rhodes read aloud a letter from Toddie Milstead, WBR Parish Addiction Specialist announcing her term limit has ended.

Announcements:
Market Day at St. James Park on March 15th.

Council Member Tassin made a motion to adjourn; seconded by Council Member Chustz. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:20 pm.
