The regular meeting of the Town of Brusly was called to order this date, August 11, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Daigle. Council Member Young led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor Pro-Temp: Rusty Daigle
Council Members: Young, Chustz, Kershaw
Town Attorney: Thomas Acosta, Jr.
Absent: Tassin, Mayor Scot Rhodes
Recognitions & Commendations:
Mayor Pro-Temp Daigle reported that the Town of Brusly received a Community Achievement Award for Outstanding Community Improvement in Technology and Creativity for adopting an electronic platform for traffic citations and/or court appearances.
A motion to approve the minutes of the Town’s regular meeting of July 14, 2025, was made by Council Member Chustz; seconded by Council Member Kershaw. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Pro-Temp Daigle read the Public Works Report for the month of July, prepared by Public Works Supervisor Shane Sarradet. There were 6.5 inches of rainfall in the month; 3 SCADA alarms at our wastewater lift stations; took delivery on new maintenance truck and maintenance UTV; fixed sink holes along River Road; cleaned street gutters along E. & W. Main Street; trimmed several overhanging bushes/trees on E. Main Street; cut back trees and repaired fence on Bezet Ditch; repaired damaged backflow preventer on Bezet Ditch.
Waste Pro roadside debris and out of cart pickup is scheduled for the week of August 11th.
School buses will be back on the roads.
Toby Frugé of Owen and White reported that he and Mayor Rhodes went to the Capital to request funding for change order #3 of the WSP Sewer Lagoon Improvements. The funds for the change order were approved.
Toby Frugé of Owen & White, gave a presentation on the Allene Street drainage study. Mr. Frugé will be making recommendations in the near future, after doing more modeling.

Mayor Pro-Temp Daigle noted that the “Budget to Actual Comparison Report” for July, is available for Council Members to review.
Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Harold Stansberry as a full-time police officer at the rate of $22.51 an hour, beginning today, July 30, 2025. Motion was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Resolutions:
Mayor Pro-Temp Daigle read aloud Resolution 6 of 2025, Audit Questionnaire. After a brief discussion a motion to approve the Audit Questionnaire Resolution, with changes discussed, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Mayor Pro-Temp Daigle read aloud Resolution 7 of 2025, Surplus Items. A motion to approve Resolution 7 of 2025, declaring and approving a list of surplus items and equipment for sale or disposal, was made by Council Member Young; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed unanimously.
Police Department Report:
The Police Department Report for the month of July was given by Officer Keegan Allen. There were (24) Agency Assists, (5) Alarms, (1) Animal Problem, (1) assault, (1) Civil Problem, (1) controlled dangerous substance, (1) Damaged Property, (3) Disturbances, (1) Family Disturbance, (1) Attempted Homicide, (1) Juvenile Problem, (1) Littering, (12) Medical, (2) Missing Persons, (11) No Insurance Tows, (2) Obstruction of Police, (1) Ordinance Violation, (4) Public Services, (1) Security Check, (1) Stolen Property, (10) Suspicious Activity, (11) Traffic Accident, (11) Traffic Problem, (1) Unlock, (3) Warrant, (3) Welfare Checks. For the month, there were 114 events, 178 total citations and 216 violations.

Household Hazardous Materials collection day will be Saturday, October 25th 8am-Noon at Alexander Park.
Council Member Young made a motion to adjourn; seconded by Council Member Chustz. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 6:48 pm.
