Town Meeting Minutes – August 2024

The regular meeting of the Town of Brusly was called to order this date, August 12, 2024, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:
Mayor:                            Scot Rhodes
Council Members:           Joanne Bourgeois, Blake Tassin, Don Neisler
Town Attorney:               Thomas Acosta, Jr.
Absent:                           Rusty Daigle, Shane André

Recognitions & Commendations: None

A motion to approve minutes of the Town’s regular meeting of July 8, 2024, was made by Council Member Bourgeois; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of July, prepared by Public Works Supervisor Shane Sarradet. There were 10.4 inches of rainfall in the month; parish canal levels are up approximately 4.5 feet; Owen & White have started this year’s Street Overlay Engineering process; trimmed low hanging branches on E. St. Francis & Gwin; 3 SCADA alarms at the Wastewater Lift Stations; 2 “out of compliance” test results on the Sewer Treatment Facility; starting to take delivery of equipment and parts for Lagoon Improvements; fixed sink holes on Live Oak; received new maintenance truck.

Regular bulk trash will be picked up the week of August 12th; the extra trash pickup will be August 30th.

Planning and Zoning Committee:
Mayor Rhodes opened the floor for discussion on the condemnation of the house at 325 S. LaBauve Ave. After hearing from Alycia Grace-O’Bear, the attorney representing the Williams family, it was determined that the issue be reviewed at the November 11, 2024 Council Meeting.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for July, in the meeting packets, is available for Council Members to review.

Upon the request of Mayor Rhodes, a motion to authorize the Mayor to sign copier leases with Leaf, was made by Council Member Bourgeois, seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Resolutions:
Upon the recommendation of Mayor Rhodes, a motion to approve the Audit Questionnaire Resolution, with changes discussed, was made by Council Member Tassin; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Police Department Report:
Police Department Report for the month of July was given by Police Chief Lefeaux. There were five (5) agency assists, one (1) alarm, one (1) assault, one (1) civil incident, one (1) civil problem, one (1) damaged property, one (1) disturbance, one (1) DUI, two (2) frauds, one (1) harassment, seventeen (17) no insurance tows, one (1) public service, one (1) obstruct police, one (1) public peace, two (2) public service, four (4) traffic accidents, one (1) traffic problem, two (2) unlocks, one (1) warrants and one (1) welfare check. For the month, there were 42 total events, 296 total citations and 373 total violations. No Flock activity to report.

Mayor’s Report:
Mayor Rhodes attended the LMA Convention held in Shreveport. The Mayor also attended the Employee Convocation for WBRP Schools. Mayor Rhodes announced that he was nominated and voted into the Municipal Employees Retirement System Board and will be serving for the next 5 years.

Announcements:
Household Hazardous Materials Collection Day 2024 will be held Saturday, October 26th from 8AM-Noon at Alexander Park.
The Town’s Committee Meeting for the month of September will be held on Tuesday, September 3rd due to the Labor Day holiday on September 2nd.

Council Member Tassin made a motion to adjourn; seconded by Council Member Bourgeois. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:45 p.m.
