Town Meeting Minutes – April 2025

The regular meeting of the Town of Brusly was called to order this date, April 14, 2025, at the Brusly Town Hall, at 6:30 p.m., by Mayor Rhodes. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney: Thomas Acosta, Jr.
Absent: None
Upon Mayor Rhodes request a motion to add “Consider Employee Health Insurance Options” to the agenda under Finance Committee, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Recognitions & Commendations:
Mayor Rhodes introduced Mr. Butch Browning, with WBR Fire Department, and invited him to speak. Mr. Browning gave a brief update on activities which included the accomplishment of a class 3 fire rating and the department’s EMS System.
A motion to approve the minutes of the Town’s regular meeting of March 10, 2025, was made by Council Member Chustz; seconded by Council Member Young. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Public Works Committee:
Mayor Rhodes read the Public Works Report for the month of March, prepared by Public Works Supervisor Shane Sarradet. There were 5.6 inches of rainfall in the month; 0 SCADA alarms at the Wastewater Lift Stations; 1 Out of compliance test result on our Sewer Treatment Facility; culverts were installed at 424 Bourgeois Street; repaired sinkhole by St. Mary St. turnaround; 3 new street signs are installed due to falling limbs; changed lights to LED at police station; Bezet ditch grading has begun; fence was installed at S. LaBauve station.
Waste Pro roadside debris pickup is scheduled for the week of April 14th.
After discussion and upon the recommendation of Toby Fruge of Owen & White, a motion to approve Pay App 2 for the WSP Lagoon Project in the amount of $620,634.46 was made by Council Member Kershaw; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Finance Committee:
Mayor Rhodes noted that the “Budget to Actual Comparison Report” for March, in the meeting packets, is available for Council Members to review.
Upon Mayor Rhodes request, a motion to authorize the Mayor to sign a contract with Louisiana Blue for Town Employee Healthcare as presented, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Me’Kyle Franklin as a part-time police officer at the rate of $20 an hour, retroactive to April 1st, was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Upon the recommendation of Police Chief Lefeaux, a motion to hire Devin Byrd as a full-time police officer at the rate of $20.50 an hour, retroactive to April 1st, was made by Council Member Tassin; seconded by Council Member Kershaw. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Upon the recommendation of Police Chief Lefeaux, a motion to hire Keegan Allen as a full-time police officer at the rate of $26 an hour, starting April 19th, was made by Council Member Young; seconded by Council Member Chustz. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.
Upon successful recommendations for hire from Council Members, Council Member Daigle recommended a pay structure/matrix, prior to next fiscal year, to ensure consistent hiring practices for potential candidates.

Hearing & Final Action on Ordinances:
Mayor Rhodes read aloud and opened the public hearing for Ordinance 1 of 2025, to amend and reenact the Town of Brusly Code of Ordinances, Chapter 110 – Building Regulations, Sec. 110-1, Definitions, Billboard Regulations. After hearing comments from the audience Mayor Rhodes closed the public hearing and turned the matter over to the Council. A motion to approve Ordinance 1 of 2025 was made by Council Member Tassin; seconded by Council Member Daigle. A roll call vote was had with the following results:

Resolutions:
A motion to approve Resolution 3 of 2025, Declaring and approving the list of surplus items and equipment for sale or disposal, was made by Council Member Chustz; seconded by Council Member Tassin. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.
Council Member Daigle recommended removal of the Lemna boat from surplus item list as it is slated to be donated to another municipality. Council Member Daigle further recommended that a hold harmless cause accompany the donation to ensure no future exposure/litigation from donation.
Police Department Report:
The Police Department Report for the month of March was given by Asst. Chief Southon. There was one (1) abandoned vehicle, six (6) agency assist, (2) two alarms, two (2) assaults, one (1) death, six (6) disturbances, one (1) DUI, one (1) family disturbance, one (1) fire, one (1) fraud, seven (7) medical, two (2) ordinance violations, two (2) property crimes, one (1) security check, four (4) suspicious, one (1) theft, five (5) traffic accidents, one (1) traffic problem, one (1) trespassing, one (1) unlock and four (4) welfare checks. For the month, there were 52 total events, 51 total citations and 68 total violations.

Mayor’s Report:
Mayor Rhodes gave a brief update on the Allene St. drainage project. The Mayor reported that the drainage, library and school board tax renewals will be on the November 2025 election ballot. The Mayor also gave an update on blighted properties around town. There will be a Market Day at St. James Park on May 10th.

Council Member Tassin made a motion to adjourn; seconded by Council Member Chustz. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:40 pm.
