Town Meeting Minutes

The regular meeting of the Town of Brusly was held this date, July 11, 2016, at the Brusly Town Hall, at 6:30 p.m. Council Member Bourgeois led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                        Joey Normand
Council Members:   Scot Rhodes, Joanne Bourgeois, Terry Richard, Shane Andrè, Don Neisler
Town Attorney:        Thomas Acosta, Jr.
Absent:                       None

A motion to approve the minutes of the Town’s regular meeting of June 13, 2016, was made by Council Member Bourgeois and seconded by Council Member Rhodes. Mayor Normand opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee: None

Planning and Zoning Committee:
Mayor Normand opened the Condemnation Hearing for structures at 429 & 441 Gwin Street, the Estate of Juanita Davenport Sanders Beco. Ms. Betty Sanders spoke on behalf of the estate, reporting on the progress of repairs being made to the house at 441 Gwin St. Ms. Sanders requested additional time to complete the needed repairs to the house. After Mayor Normand reported that a follow up inspection verified significant progress, Council Member André made a motion to defer action on the condemnation until October 10, 2016, at which time another update shall be presented on the progress of repairs; seconded by Council Member Neisler. Mayor Normand opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Personnel Committee:
At Mayor Normand’s request, a motion to amend the agenda to receive a recommendation from the Mayor relative to the hiring of a Seasonal Maintenance Supervisor, was made by Council Member Bourgeois; seconded by Council Member Rhodes. Mayor Normand opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:
Yeas: Rhodes, Bourgeois, Richard, Andrè, Neisler
Nays: None
Absent: None

Upon the recommendation of Mayor Normand, a motion to hire Dale Randolph as a Part-Time Maintenance Supervisor at the rate of $35.00 an hour, until such time as the position of Seasonal Maintenance Supervisor could go through the advertising process, was made by Council Member Neisler; seconded by Council Member Bourgeois. Mayor Normand opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

Absent: None

Recreation Committee:
Mayor Normand requested authorization to sign Cooperative Endeavors with the following entities for the purpose of allocating budgeted recreational funds as approved by the Town:
WBR Parish School Board
Panther Wrestling Club
A motion to approve was made by Council Member Andre’; seconded by Council Member Richard. The Mayor opened the floor for public comments. Hearing no comments the motion passed unanimously.

Introduction of Ordinances:
Council Member Neisler introduced Ordinance 9 of 2016 – Chapter 19 Section 19.22 – Zoning Map.
Council Member Rhodes introduced Ordinance 10 of 2016 – Chapter 19 – Rezoning 653 East Main Street.

Resolutions and Commendations: None

Police Department Report:
Police Department Report for the month of June was given by Chief Lefeaux. There were four (4) alarms, two (2) animal calls, one (1) assist to person, two (2) assists to other departments, two (2) damage to property calls, five (5) disturbances, one (1) domestic call, one (1) drug related call, one (1) harassment call, three (3) miscellaneous calls, one (1) private property crash, one (1) suspicious vehicle, three (3) thefts, seven (7) traffic accidents, one (1) traffic complaint, twenty-five (25) traffic stops leading to an arrest and six (6) warrant arrests. For the month there were 68 total complaints, 391 citations, 433 violations and 18 no insurance tows. Totals for the 2015/2016 fiscal year were 2723 citations, 4759 violations and 1065 complaints.

Announcements:
Landmark & Heritage Meeting will be July 18th at 6:30 PM.
Qualifying for Mayor & Town Council will be July 20th, 21st, and 22nd.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Rhodes. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 6:46 PM.
