Town Meeting Minutes

The regular meeting of the Town of Brusly was held this date, March 13, 2017, at the Brusly Town Hall, at 6:30 P.M. Council Member Andrè led the Pledge of Allegiance. A roll call determined the following officials present:

Mayor:                             Scot Rhodes
Council Members:        Rusty Daigle, Joanne Bourgeois, Shane Andrè, Don Neisler
Town Attorney:             Thomas Acosta, Jr.
Absent:                            Terry Richard

Upon the request of Mayor Rhodes, a motion to amend the agenda include an update on the derelict building at 441 Gwin Street, was made by Council Member Andrè; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comments, a roll call was had with the following results:

A motion to approve the minutes of the Town’s regular meeting of February 13, 2017 was made by Council Member Andrè and seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Rhodes invited Ms. Betty Sanders, representing the Estate of Juanita Davenport Sanders Beco, to report on the progress of work being done to the house at 441 Gwin St. Ms. Sanders gave a brief update and requested additional time to complete the needed repairs to the house. Following discussion among Council Members, Ms. Sanders was given until the May 1, 2017 Committee meeting of the Town Council to complete the repairs.

Mayor Rhodes reported on landscaping for the new Brusly City Limit Sign, which would complete that project.

Upon recommendation from Mayor Rhodes, a motion to have a second bulk trash pickup per month, for items weighing no more than 150 pounds, at the cost of $800.00 a month to be paid by the Town, was made by Council Member Neisler; seconded by Council Member Daigle. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Mayor Rhodes gave a brief update on the N. LaBauve Traffic & Sidewalks Project for which he and Town Clerk Blaine Rabalais are seeking the Safe Route to Public Places Grant.

Planning and Zoning Committee:
Mayor Rhodes read aloud a Variance Request for Non-Compliance – Sec. 19.6-Servitude Encroachment, 1587 Allene St., for Clint & Jamie Caballero, to build a fence. After Council Member Neisler stated that Louisiana One Call needed to be notified by the property owner, a motion to approve was made by Council Member Andrè; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Finance Committee:
Mayor Rhodes reported that after doing feasibility research, he was recommending against the purchase of flood insurance for Town property.

Personnel Committee:
Upon the recommendation of Police Chief Jonathan Lefeaux, a motion promote Jason Fontenot to Lieutenant, raising his pay to $20.25 per hour, was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.

Mayor Rhodes, upon the request of Public Works Director, Shane Sarradet, recommended hiring Bryan Seymour to replace Mr. Anthony Scott, who retired in March. A motion to hire Bryan Seymour at the rate of $17.50 an hour was made by Council Member Andrè; seconded by Council Member Bourgeois. Mayor Rhodes opened the floor for public comments. Hearing no comment, the motion passed unanimously.

Governmental Affairs Committee:
Mayor Rhodes requested authorization to sign documents relative to entering into a cooperative endeavor with WBR Parish for garbage pickup. Attorney Acosta explained that the cooperative endeavor was an extension of the current agreement with the parish to piggy-back on their Garbage Services Contract. A motion to approve was made by Council Member Bourgeois; seconded by Council Member Neisler. Mayor Rhodes opened the floor for public comments. Hearing no comment, a roll call was had with the following results:

Resolutions and Commendations:
Mayor Rhodes presented a plaque to Anthony Scott which read: “Presented to Anthony Scott, In appreciation for 17 years of outstanding service to The Town of Brusly, March 2017. Best Wishes for your Retirement.”

Police Chief Jonathan Lefeaux presented the 2016 Police Officer of the Year Award to Assistant Chief Tom Southon, expressing his deep appreciation for everything Captain Southon does for the Brusly Police Department.

Police Department Report:
Police Department Report for the month of February was given by Asst. Chief Southon. There were four (4) alarms, two (2) assists to other departments, one (1) assist person, one (1) battery, two (2) bicycles found, six (6) burglary calls, one (1) civil matter, one (1) disturbance call, one (1) damage to property call, one (1) harassing phone call, four (4) miscellaneous calls, one (1) narcotics call, two (2) private lot accidents, two (2) suspicious persons, five (5) traffic accidents, 17 insurance tows and six (6) warrant arrests. For the month, there were 57 total calls, 279 total citations and 290 total violations.

Mayor’s Report:
Mayor Rhodes reported that he would be recommending a budget adjustment next month. He also informed the Council that he would be meeting with security camera representatives to request quotes and proposals. The Mayor announced that the new payroll system would go into effect on April 1st. Mayor Rhodes reported that he and Town Clerk Blaine Rabalais, read at Brusly Elementary School on Dr. Seuss Day and dined at Brusly High School on Louisiana Specialty foods during Louisiana Week.

Remarks of Personal Privilege:
Asst. Chief Tom Southon reported that the Brusly Police Department is sponsoring a softball team, the Brusly Sirens, and invited everyone to attend their games at Alexander Park.

Announcements:
Town Hall updated hours are Monday – Thursday, 7:30 A.M. – 5:00 P.M. and Friday, 8:00 A.M. – 12:00 noon.

A motion was made by Council Member Andrè to adjourn; seconded by Council Member Daigle. Hearing no comments, the motion passed with a unanimous vote. The meeting adjourned at 7:06 P.M.
