MINUTES OF THE BRUSLY PLANNING & ZONING COMMISSION MEETING
June 28, 2017

The regular meeting of the Brusly Planning & Zoning Commission was held this date, June 28, 2017, at the Brusly Town Hall. Chair Person Perrault called the meeting to order at 6:30 PM.
Commissioner Guidry led the Pledge of Allegiance. A roll call determined the following officials present:

A motion to approve the minutes of the May 24, 2017, regular meeting of the Planning & Zoning Commission, as written, was made by Commissioner Purnell and seconded by Commissioner Travasos. The minutes were approved unanimously.

Chair Person Perrault opened the Public Hearing for the Preliminary Plat of River Mill Reserve Third Filing – Lots 24 thru 49 Zero Lot Line Residential Development Being Tract “X-4-A-1-A” and Tract “X-4-A-2-A” – Portion of Additions to Cinclare Plantation, Located in Sections 15 & 16, Township 8 South, Range 12 East, Southeastern Land District, West of the Mississippi River, West Baton Rouge Parish, Louisiana for Ace Holdings, LLC. Mr. Jim Tatum of Tatum Engineering, representing Ace Holdings LLC, explained that they were revisiting the Preliminary Plat stage of development due to having exceeded the Town of Brusly’s Ordinance time requirements for submitting Construction Plans for the previously approved preliminary plat. Mr. Tatum reported that a 15’ landscaping buffer had been added to the development and a drainage study had been conducted to address previously stated concerns from neighboring property owners. Mr. Tatum stated that he and with the developer, Mr. Donnie Jarreau, would be willing to address further concerns.
Mr. John Pritchett, Dr. Paul Tschirky and Dr. Leslie Blanchard, residents of The Gates at the Oak Subdivision, voiced concerns about drainage, flooding, increase in volume of traffic, need of a buffer zone between the subdivisions and the transparency of the approval process.
Mr. Joey Normand spoke in favor of the development and explained that presenting the preliminary plat is to determine whether the general concept of the zoning is met in order to move forward to the next step in the process.
Mayor Rhodes explained the procedures that take place when a preliminary plat is submitted to the Town for consideration. Mayor Rhodes invited anyone with questions to view the plat at the Town Hall.
Hearing no further comments, Chair Person Perrault closed the Public Hearing and asked Commission Members for comments. Following the Commission review of the drainage impact study provided by Mayor Rhodes, Chair Person Perrault stated that the issue before the Commission is to recommend to either approval or disapproval of the preliminary plat only for River Mill Reserve 3rd Filing to the Brusly Town Council. It is the Town Council’s responsibility to insure that drainage modifications and recommended changes be implemented. At the conclusion of discussion, a motion to recommend approval of the Preliminary Plat of River Mill Reserve 3rd Filing to the Town Council was made by Commissioner LeMoine; seconded by Commissioner Guidry. A roll call vote was had with the following results:

Chair Person Perrault opened the Public Hearing of Preliminary Plat Showing the Resubdivision of Lots 1 & 2 of the Adonis Thibodeaux Heir Property Into Lots BD-1 & BD-2 Located in Section 56, Township 7 South, Range 12 East S.E. Land District, West of the Mississippi River, Town of Brusly, Parish of West Baton Rouge, State of Louisiana for Oscar & Mary Denham. Mr. Cletus Langlois of Patin Engineers & Surveyors, representing Oscar & Mary Denham, presented the preliminary plat and offered to answer any questions asked.
Dr. Donald DeLatin, a neighboring resident of the proposed subdivision, requested information about drainage effects on his property. Mr. Langlois explained that in the construction phase of the development, the road and drainage issues will be addressed in accordance with the Town of Brusly Ordinances. Responding to Mr. Gene Rills, a neighboring property owner, Mr. Langlois reported that the proposed road will be built in accordance with Town of Brusly Ordinance specifications. Mr. Langlois further stated that a note would be added to the plat stating that the road will be built at the expense of the developer of the subdivision.
At the conclusion of the discussion Chair Person Perrault closed the public hearing and directed the matter to the Commission for discussion. A motion to favorably recommend the subdivision to the Town Council was made by Commissioner Travasos; seconded by Commissioner Perkins. A roll call vote was had with the following results:

A motion was made by Commissioner LeMoine to adjourn; seconded by Commissioner Travasos. The motion passed with a unanimous vote. The meeting adjourned at 8:00 PM.
