Town Meeting Minutes – March 2026

The regular meeting of the Town of Brusly was called to order this date, March 9, 2026, at the Brusly Town Hall, at 6:30 p.m., by Mayor Pro-Temp Daigle. Council Member Kershaw led the Pledge of Allegiance. A roll call determined the following officials present:

Town Attorney:           Thomas Acosta, Jr.
Absent:                       Tassin, Mayor Scot Rhodes

Recognitions & Commendations: None

A motion to approve the minutes of the Town’s regular meeting of February 9, 2026, was made by Council Member Kershaw; seconded by Council Member Young. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, the motion passed with a unanimous vote.

Public Works Committee:
Mayor Pro-Temp Daigle read the Public Works Report for the month of February, prepared by Public Works Supervisor Shane Sarradet. There were 2.9 inches of rainfall in the month; 2 SCADA alarms at our wastewater lift stations; 4 out of compliance test results at Sewer Treatment Facility; placed new pump at Live Oak East Station; smoke testing was done in Brusly Oaks subdivision; new electrical panel installed at Brusly Oaks lift station; sealed manhole cover on frontage road and E. Main Street; took delivery of lift station blowers to help with FOG (fats, oil & grease); preparing to pour platforms for new lift station blowers; fixed 1 drainage under driveway issue on Ory Drive.
Waste Pro roadside debris and out of cart pickup is scheduled for the week of March 9th.
Sidewalk repair is scheduled for Orleans Quarters, Brusly Oaks, Gwin and E. St. Francis Street.

After discussion in which Council Member Daigle questioned the lack of supporting evidence to approve pay app #5, a motion to approve Pay App 5 for the WSP Sewer Lagoon Project in the amount of $506,213.20 was made by Council Member Kershaw; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays:        Daigle
Absent:     Tassin
The motion passed.

After a brief discussion, Council Member Young moved to accept the quote from RJ Daigle, in the amount of $200,001.07, for the 2026 Street Overlay project; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comment. Hearing no comments, a roll call vote was had with the following results:

Nays:        None
Absent:     Tassin
The motion passed.

After discussion, no action was taken on the Lifehouse Contract for summer labor.

Finance Committee:
Mayor Pro-Temp Daigle noted that the “Budget to Actual Comparison Report” for February, is available for Council Members to review.

After a brief discussion, Council Member Kershaw made a motion to stay with the Town’s current insurance policy with the 15.78% increase in premiums; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

Personnel Committee:
Upon the recommendation of Police Chief Lefeaux, a motion to hire Mekyle Franklin as a part-time Police Officer at the rate of $20.00 an hour, retroactive from February 15, 2026 and Cody Barron as a full-time Police Officer at the rate of $21.85 effective March 2, 2026, was made by Council Member Young; seconded by Council Member Chustz. Mayor Pro-Temp Daigle opened the floor for public comments. Hearing no comments, a roll call vote was had with the following results:

Resolutions:
A motion to approve Resolution 2 of 2026, the Municipal Water Pollution Prevention Environmental Audit, was made by Council Member Kershaw; seconded by Council Member Young. Mayor Pro-Temp Daigle opened the floor for public comments. Hearing no comments, the motion passed unanimously.

Police Department Report:
The Police Department Report for the month of February was given by Officer Keegan Allen. There were (17) Agency Assists, (4) Alarms, (1) Civil Incident, (4) Disturbances, (1) DUI, (1) Embezzlement, (1) Family Disturbance, (2) Harassments, (1) Hazardous Situation, (3) Juvenile Problems, (11) Medical, (1) Missing Person, (2) No Insurance Tows, (2) Non UCR Reportable, (1) Obstruct Justice, (2) Obstruct Police, (5) Public Services, (1) Security Check, (6) Suspicious, (9) Traffic Accidents, (8) Traffic Problems, (1) Transport, (5) Unlocks, (4) Warrants, (1) Weapons Offense and (5) Welfare Checks. Total of 100 calls for the month. For the month, there were 157 total citations and 179 violations.

Flock Activity: 2 Stolen Vehicles, 1 Wanted Person, 23 Violent Person Alerts, 50 Sex Offender Alerts.

Council Member Young made a motion to adjourn; seconded by Council Member Kershaw. Hearing no comments, the motion passed with a unanimous vote. The meeting was adjourned at 7:15pm.
